During the last 15 years Putin’s policies have produced a number of controversial effects both at the international and domestic levels, some diplomatic results, and unresolved regional conflicts. In foreign policy he accordingly launched the idea of a Greater Europe. To this aim and with the view to highlighting the goodwill of the Russian government to enhance cooperation with the European Union as a pro-active and equal partner. Sooner than expected, political divergences and vital interests emerged. As a result, the Greater Europe project was progressively frozen, if not plainly abandoned. However, the EU-Russia joint attempts to solve the Ukrainian crises, which were undertaken during the “Normandy Four” meetings (Germany, France, Russia, Ukraine), resulted in signing the weak – but still important – Minsk agreements. This helps to prove that there is still room for cooperation between the two sides. These agreements may hopefully set the stage for a more comprehensive deal aiming to close the gap between the EU’s and Russia’s competing visions.

The relationship between the European Union and Russia has been going through a difficult phase with disputes over energy supplies, foreign policy issues, and tension between Russia and individual Member States. The change of presidency in Russia provides an opportunity to take stock and to consider whether this deterioration can and should be reversed. Russian politicians emphasise the importance of the relationship. This report discusses how the relationship might be developed in practice. The report examines Russia as a European country, its recent history, and the current economic situation in Russia. It then considers the institutional framework for Russia-EU relations, including the Partnership and Co-operation Agreement. The Committee believes closer co-operation should be fostered in several areas of common interest: economic, freedom, security and justice, research and education and culture. Energy is an important subject: there are concerns about whether Russia can supply sufficient gas and oil to meet its current and foreseeable domestic demand and international commitments. The security of energy supply to the EU is vital. The Russian view of international security issues is also very different from that of the West, and developments in the near neighbourhood of Russia are a very sensitive geopolitical area. Russian support for Serbia is contrasted with their co-operation on Iran. The two sides work together usefully on the Middle East, terrorism, non-proliferation, and other issues. The EU should continue and strengthen its efforts to reach common ground with the Russians on such international issues, but should also speak out if the Russian government falls short of the standards it has formally accepted in a number of international agreements.

Journeys to a Graveyard examines the descriptions provided by eight Russian writers of journeys made to western European countries between 1697 and 1880. The descriptions reveal the mentality and preoccupations of the Russian social and intellectual elites during this period. The travellers' perceptions of western European countries are treated here as an ambivalent response to a civilization with which Russia was belatedly coming into close contact as a result of the imperial ambition of the Russian state and the westernization of the Russian elites. The travellers perceived the most advanced European countries as superior to Russia in terms of material achievement and the maturity and refinement of their cultures, but they also promoted a view of Russia as in other respects superior to the western nations. Heavily influenced from the late eighteenth century by Romanticism and by the rise of nationalism in the west, they tended to depict European civilization as moribund. By this means they managed to define their own emergent nation in a contrastive way as having youth and promising futurity.
