The crisis in the Sahel is serious and multidimensional, and if it continues unabated it could have consequences far beyond the region. As the states of the region are too poor and weak to deal with this on their own, international support is needed. the current international emphasis on the G5 Sahel should change from a focus on more 'boots on the ground' to support for the development agenda of this embryonic international organisation. The Sahel needs a functioning regional framework and the G5 Sahel has some potential; but the only way to harvest this potential is to help fine-tune it to address the underlying causes of conflict. Improving security conditions in the Sahel is absolutely essential; but neither the inhabitants of the region nor the external stakeholders will find security exclusively through military means. The correct priorities must be set. And at the heart of this there must be an improvement in living conditions and a new system of governance that makes it much less possible for jihadist insurgents to appropriate local land-rights conflicts.

This publication is the first version of the World Directory of Minorities and Indigenous Peoples, published in 1997. The full Directory is now available and continually updated on our website. The large majority of violent conflicts in the world today are conflicts within states, with groups polarized across ethnic and religious divides and not across borders. Ethnic, religious and linguistic minorities are often among the poorest of the poor, suffer discrimination and are frequently the victims of human rights abuses. Time and time again in the past, the United Nations system, governments and even non-governmental organizations (NGOs) working in the field of ‘conflict prevention’ have failed to promote the human rights of minorities or to take early action to promote cooperation between communities. Early action may have prevented the loss of millions of lives in many countries, ranging from Rwanda to the former Yugoslavia, and from Sri Lanka to Guatemala. It is also significant that the Nobel Peace Prize was awarded to the Dalai Lama in 1989 and to Jose´ Ramos-Horta and Bishop Carlos Belo in1996 as a result of their peaceful campaigns to promote the rights of their people. The situation of minorities is, then, a matter of major concern, and it is essential that accurate, objective and up-to-date information is made available. This Directory contributes to that process. It is difficult to assess accurately what proportion of the world’s population identify themselves as belonging to minority communities. Conservative estimates place this above 10 per cent, and some suggest that more than 20 per cent of the world’s population belongs to several thousand different minority groups and subgroups. National statistics are often skewed for political reasons, and there is no universally accepted definition of ‘minorities’. The word has different interpretations in different societies throughout the world, while the United Nations General Assembly has not sought to reach a definition beyond that implied in the title of the UN Declaration on the Rights of Persons belonging to National or Ethnic, Religious and Linguistic Minorities adopted in December 1992. Minority Rights Group focuses its work on non-dominant ethnic, religious and linguistic communities, whether or not they are numerical minorities. The concept thus relates to any self-identified community that is marginalized, without power, unable to take decisions over its destiny and often experiencing high levels of illiteracy, under-education and overt or covert discrimination. The basic rights of such communities need protection and promotion. There is, however, a danger of generalizing about minorities and forgetting the complexity of their social composition, including the rural poor, urban migrants, older people, women and children. These groups may be considered as doubly vulnerable. What makes their situation particularly problematic is that there is often a deliberate political policy on the part of majorities and states not to give due regard to the legitimate interests of minorities, while members of minorities see their identity as central to their social and economic situation. They are often excluded from political power and decision-making in the development process, without equal opportunities to secure a better quality of life. One further danger may lie in regarding ethnicities as fixed, rather than as the potentially fluid phenomena that they often are. ‘Situational ethnicity’ does occur, and individuals and groups do modify their self-identifications depending on circumstances. Please note that the terminology in the fields of minority rights and indigenous peoples’ rights has changed over time. MRG strives to reflect these changes as well as respect the right to self-identification on the part of minorities and indigenous peoples. At the same time, after over 50 years’ work, we know that our archive is of considerable interest to activists and researchers. Therefore, we make available as much of our back catalogue as possible, while being aware that the language used may not reflect current thinking on these issues.

The conflicts in the Great Lakes sub-region of Africa, in particular the terrible genocide in Rwanda in 1994, have been reported on at length. However, little is known or written about one of the poorest and most vulnerable communities in the region, the Batwa Pygmies. Pygmies live in a considerable number of Central African countries. They are believed to be the original inhabitants of the equatorial forests of Central Africa. But the Batwa have been displaced and marginalized, first by incoming agriculturalists and pastoralists in the nineteenth century, subsequently, during the colonial period, by the advent of large-scale logging, and most recently by the establishment of game parks. The severe inter and intra-state conflicts of the past decade have undermined their livelihoods and culture even further. The Report focuses on the Batwa living in Burundi, eastern Democratic Republic of Congo, Rwanda and Uganda. It provides an historical account of the Batwa of the region and shows how they have sought to accommodate themselves to changing circumstances, describing their contemporary ways of life as potters and labourers, and their talents as performing artists. Most urgently, it examines the multiple ways in which their rights are violated and documents the ways in which Batwa are now mobilizing to defend and promote their rights. The eleventh in the series of yearbooks on Human Rights in Developing Countries, this volume marks a departure from previous editions and a new beginning. The Yearbook will now bear the title of Human Rights in Development, to reflect the fact that it will explore the role of human rights as an integral part of the development process. The new title is also an indication of the fact that the scope of the Yearbook has widened to include human rights topics and issues in the more developed parts of the world as well as in the developing countries covered hitherto. Moreover, human rights are themselves in development and the new Yearbook plans to keep track of standard-setting in the human rights field. Finally, the new title reflects the Yearbook's aim of engaging in more international and comparative studies on the one hand and in more focused local issues on the other. With the rapid spread of new information technology and improved local monitoring capacity in developing countries, there may be less of a need for the type of nation-level country studies the Yearbook performed in the past. Two themes cut across the series of articles contained in the current edition. One, human rights promotion, is explored in various ways; one article looks at the establishment of national human rights institutions as instruments of promotion; another analyses development interventions in terms of their impact on local populations, drawing on UN and World Bank experience; yet another argues the case for using aid in human rights promotion, exemplified by Dutch aid to Guatemala; a fourth investigates the policies of the EU and ASEAN in seeking to improve the human rights situation in Burma; and finally one article looks at the work of the ILO in standard-setting and implementation in the field of child labour. The other theme, local conflict, is addressed in two articles, one looking at local communities in Latin America caught between local customs and ideologically charged civil wars and the other investigating the tensions between centralized rule and local autonomy in Kenya, recently erupting into ethnic violence.
