Excerpt from The Sanitation of Cities and Towns and the Agricultural Utilization of Excretal Matters: Report on Improved Methods of Sewage Disposal and Water Supplies It is now agreed, that sewage matter of towns, even when largely diluted with water, is a fertilizer of some value, and the point to be settled is whether it can be conveyed to the land at a cost which will render it pecuniarily valuable to the farmer. On this point Mr. Scott Burn remarks: If the present system of tubular house drains, leading to sewers, and these again to streams and rivers, is to be carried out, then it is clear that on the one hand we commit a great waste in an agricultural point of view, by throwing needlessly away that which, beyond all doubt, contains a comparatively large quan tity of fertilizing materials useful for certain crops; and on the other, we commit a great wrong in a social and sanitary 'point of view, by polluting our streams and rivers, poisoning the very sources from which we obtain the water useful for household purposes, or making our rivers huge open cesspools, to ow past or through our towns. After stating the general principles governing grades, depth, outlets, and alignments, the author, in Chapters 2 and 3, enters upon the question of the quantities of sewage and rain-water to be provided for. It is asserted that the German practice in design ing water-works is to allow 40 galls. Per head per day. In America the water consumption is much greater and also varies in different cities, reaching in some instances more than three times the above amount. Excerpt from Crisis of the Cities The many entries under the caption City Administration stressed problem of, reform of, evils of, our failures in and the like. Concerted attack on municipal corruption had not yet reached its crest, but it was gathering momentum. Equally extensive were the entries under the heading, Housing of the Working Classes and of the Poor in Cities and the section on water supply and sanitation was surprisingly long. On the other hand there were comparatively few entries for public works and home rule; the only item on city plan ning was Planning the Site for a City, a technical study by Lewis M. Haupt in Engineering Magazine for 1895. Three years later Brooks prepared, with the help of Dr. Milo R. Maltbie, A Bibliography of Municipal Problems and City Conditions, complete to 1901. Explaining the need for the work, Brooks wrote since the publication of the first edition of this work in 1897, the literature on cities has grown so rapidly that from three to four times as much space is now required to list it adequately. References to European cities reflected growing interest in comparative studies. The project, Sponsored by the Reform Club, was suspended when the re form movement receded, following on a number of victories for mea sures it had sponsored. In this interim the most intensive studies of municipal affairs shifted to such universities as maintained chairs in municipal government and political science. Originally it was intended to appear as a serial in "Modern Sanitation," and grew out of a request from the Editor of that magazine to write an article that would trace the advancement made in sanitation from its earliest stages to the present time.
