This book presents the formerly-unpublished manuscript by Wheeler and Cline detailing the landmark, comparative prisons study they conducted in the 1960s which examined fifteen Scandinavian prisons and nearly 2000 inmates across four Nordic countries. At the time, it was the largest comparative study of prisons and inmate behavior ever undertaken and despite 15 years of analysis and write-up it was never published but it influenced many other important prison studies that followed. This book engages with the functionalist perspectives that were widespread in the 1960s, and tries to answer some of the classical questions of prison sociology such as how prisoners adapt to imprisonment and the degree to which prisoner adaptations can be attributed to characteristics of prisoners and prisons. It examines the nature and structure of prisons, the effect of that structure on individual prisoners and the other factors that may influence the way that they respond to confinement. It also includes discussion about the prisoners’ considerations of justice and fairness and a explanation of the study design and data which was highly unique at the time. The Scandinavian Prison Study brings Wheeler and Cline's pioneering work into the present context with a preface and an introduction which discuss the questions and claims raised in the book still relevant to this day.

In 1999, the Nordic Council adopted a recommendation on prison education in a Nordic perspective. In September 2001, a Nordic project group was appointed to carry out a study, with representatives from the Prison and Probation Services and the educational authorities. The project was directed by the County Governor of Hordaland, Norway. According to this report, good cooperation between the Prison and Probation Services and other authorities is one of the key starting points for satisfying prisoners1 educational needs. The prison education offered today does not satisfactorily correspond to prisoners1 educational needs. It also only accounts for a small fraction of the cost of a place in prison. Increased investments in prison education would probably be of added value for society as a whole. The study also points out the importance of crime prevention both to prisons and to society in general.

This book explores how prison life is normalized in different countries, with a critical and detailed look at ‘Scandinavian exceptionalism’ — the idea that Scandinavian prisons have exceptionally humane conditions — and compares these prisons to ones in Belgium. This is a sociological study of a Norwegian penal institution. The author spent two years in the institution, observing and interviewing inmates and staff, the target being to learn the extent to which American prisons fit with prison life in a different culture. He gives a fascinating answer to the question: Norwegian prisons were, at the time of the study, miles away from their American counterparts. The conflicts between prison officers and inmates were certainly there, but they took a very different form. Rather than engaging in deviant practices and norms, emphasising more or less solidary opposition against the staff, the Norwegian prisoners criticised the staff and the prison fiercely on the basis of their own norms; rather than engaging in deviance, they turned the common practises and norms of Norwegian society against the staff, engaging in a kind of moral surveillance of those in power. He coined the phrase of "censoriousness" to this approach from the "bottom" if the prison. Mathiesen spells out the major causes of this different approach, from characteristics of this particular prison to broader social forces.

Abstract: In 1999, the nordic council adopted a recommendation on prison education in a Nordic perspective. In September 2001, a Nordic project group was appointed to carry out a study, with representatives from the Prison and Probation Service and the educational authorities. The project was directed by the County Governor of Hordaland, Norway. The purpose of the project Education, Training and Prison and Probation Service in a Lifelong Learning Perspective a Nordic Study of Structures and Models, was to provide a concise, overall and updated comparative view of education and training in prisons in Denmark, Finland, Norway and Sweden, as well as a brief description of the situation in Iceland, Greenland, the Faeroe islands and the Åland islands. The study describes the typical "Nordic prisoner" as: a man over the age of 30, having left school quite early, with very little experience of the labour market and, in many cases, a substance abuse problem. If convicted prisoners are to be offered education on equal terms with others in society, the right to education must be clearly stipulated in the legislation. Present and future prison education must always be considered in the light both of the educational system applying society as a whole and relevant international recommendations and conventions. According to this report, good cooperation between the Prison and Probation Services and other authorities is one of the key starting points for satisfying prisoners' educational needs. Why do some modern societies punish their offenders differently to others? Why are some more punitive and others more tolerant in their approach to offending and how can these differences be explained? Based on extensive historical analysis and fieldwork in the penal systems of England, Australia and New Zealand on the one hand and Finland, Norway and Sweden on the other, this book seeks to answer these questions. The book argues that the penal differences that currently exist between these two clusters of societies emanate from their early nineteenth-century social arrangements, when the Anglophone societies were dominated by exclusionary value systems that contrasted with the more inclusionary values of the Nordic countries. The development of their penal programmes over this two hundred year period, including the much earlier demise of the death penalty in the Nordic countries and significant differences between the respective prison rates and prison conditions of the two clusters, reflects the continuing influence of these values. Indeed, in the early 21st century these differences have become even more pronounced. John Pratt and Anna Eriksson offer a unique contribution to this topic of growing importance: comparative research in the history and sociology of punishment.
