When I was contacted by Kluwer Academic Publishers in the Fall of 200 I, inviting me to edit a volume of papers on the issue of electron transport in quantum dots, I was excited by what I saw as an ideal opportunity to provide an overview of a field of research that has made significant contributions in recent years, both to our understanding of fundamental physics, and to the development of novel nanoelectronic technologies. The need for such a volume seemed to be made more pressing by the fact that few comprehensive reviews of this topic have appeared in the literature, in spite of the vast activity in this area over the course of the last decade or so. With this motivation, I set out to try to compile a volume that would fairly reflect the wide range of opinions that has emerged in the study of electron transport in quantum dots. Indeed, there has been no effort on my part to ensure any consistency between the different chapters, since I would prefer that this volume instead serve as a useful forum for the debate of critical issues in this still developing field. In this matter, I have been assisted greatly by the excellent series of articles provided by the different authors, who are widely recognized as some of the leaders in this vital area of research.

Why do the combat capabilities of individual soldiers vary so much? This book seeks to provide an answer to this and other questions about variability in combat performance. Some soldiers flee quickly from the battlefield, while others endure all hardships until the bitter end. Some combat units can perform numerous types of missions, while others cannot keep themselves organized during peacetime. Some militaries armed with obsolete weapons have out fought enemies with the latest weapons, just as some massively outnumbered armies have beaten back much larger opponents. In this first social scientific study of the effectiveness of combat troops, Newsome evaluates competing explanations for the varying combat capabilities and performances. There are four main explanations, each emphasizing the influence of a single factor. The first focuses on material endowments. How well funded are the troops? Do they have the latest protective gear and the most advanced weaponry? Second, some analysts claim that democracies produce better commanders, superior strategies, more motivated personnel, or better-managed personnel; others, however, associated those characteristics with more authoritarian forms of government. Third is the idea that giving more power to the troops on the ground in individual combat units empowers them with decision-making capability and adaptability to fast-changing situations and circumstances. Newsome presents evidence that decentralized personnel management does correlate with superior combat performance. Fourth, soldier capabilities and performance often are assumed to reflect intrinsic attributes, such as prior civilian values. Newsome argues that the capabilities of combat soldiers are acquired through military training and other forms of conditioning, but he does not entirely discount the role of a soldier's individual character. In the age-old nature vs. nurture argument, he finds that intrinsic qualities do count, but that extrinsic factors, such as training and environment, matter even more.

The tenth campaign of the Cross Language Evaluation Forum (CLEF) for European languages was held from January to September 2009. There were eight main eval- tion tracks in CLEF 2009 plus a pilot task. The aim, as usual, was to test the perfo- ance of a wide range of multilingual information access (MLIA) systems or system components. This year, about 150 groups, mainly but not only from academia, reg- tered to participate in the campaign. Most of the groups were from Europe but there was also a good contingent from North America and Asia. The results were presented at a two-and-a-half day workshop held in Corfu, Greece, September 30 to October 2, 2009, in conjunction with the European Conference on Digital Libraries. The workshop, attended by 160 researchers and system developers, provided the opportunity for all the groups that had participated in the evaluation campaign to get together, compare approaches and exchange ideas.

The second evaluation campaign of the Cross Language Evaluation Forum (CLEF) for European languages was held from January to September 2001. This campaign proved a great success, and showed an increase in participation of around 70% com pared with CLEF 2000. It culminated in a two day workshop in Darmstadt, Germany, 3–4 September, in conjunction with the 5th European Conference on Digital Libraries (ECDL 2001). On the first day of the workshop, the results of the CLEF 2001 evalua tion campaign were reported and discussed in paper and poster sessions. The second day focused on the current needs of cross language systems and how evaluation cam paigns in the future can best be designed to stimulate progress. The workshop was attended by nearly 50 researchers and system developers from both academia and in dustry. It provided an important opportunity for researchers working in the same area to get together and exchange ideas and experiences. Copies of all the presentations are available on the CLEF web site at http://www. clef campaign. org. This volume con tains thoroughly revised and expanded versions of the papers presented at the work shop and provides an exhaustive record of the CLEF 2001 campaign. CLEF 2001 was conducted as an activity of the DELOS Network of Excellence for Digital Libraries, funded by the EC Information Society Technologies program to further research in digital library technologies. The activity was organized in collabo ration with the US National Institute of Standards and Technology (NIST).
