About The Book JEAN JACQUES ROUSSEAU The Social Contract Rousseau's "Social Contract" (Contrat Social) is the most influential treatise on politics written in modern times. As its title implies, the work is an endeavour to place all government on the consent, direct or implied, of the governed; how, through the rearrangement of society, man may, in a sense, return to the law of nature. "Man is born free, and yet is everywhere in chains." Logically, the "Social Contract" is full of gaping flaws. Like its author's other books (see vol. vii, p. 176), it is an outpouring of the heart very imperfectly regulated by a brilliant but eccentric brain. As a political essay it is a tissue of fantastic arguments, based on unreal hypotheses. But it set men's minds on fire; it was the literary inspiration of one of the most tremendous events in history, and those who would comprehend the French Revolution can unravel many of its perplexities by studying the "Social Contract." About The Book JEAN JACQUES ROUSSEAU The New Heloise Jean Jacques Rousseau, born at Geneva on June 28, 1712, tells the story of his own life in the "Confessions" (see LIVES AND LETTERS, Vol. X). All his dreams of felicity having been shattered, he took up his abode in Paris, where he made a poor living by copying music. Hither, again, he returned after a short stay in Venice, where he acted as secretary in the Embassy. He now secured work on the great Encyclopaedia, and became known, in 1749, by an essay on the arts and sciences, in which he attacked all culture as an evidence and cause of social degeneration. A successful opera followed in 1753; and to the same year belongs his "Essay on Inequality among Men" ("Discours sur l'inegalite parmi les Hommes"), in which he came forward as the apostle of the state of nature, and of anarchy. His revolutionary ideas were viewed with great displeasure by the authorities, and he fled in 1764 to Switzerland; and in 1766, under the auspices of David Hume, to England. Rousseau wrote "The New Heloise" ("La Nouvelle Heloise") in 1756-7, while residing at the Hermitage at Montmorency--an abode where, in spite of certain quarrels and emotional episodes, he passed some of the most placid days of his life. This book, the title of which was founded on the historic love of Abelard and Heloise (see Vol. IX), was published in 1760. Rousseau's primary intention was to reveal the effect of passion upon persons of simple but lofty nature, unspoiled by the artificialities of society. The work may be described as a novel because it cannot very well be described as anything else. It is overwhelmingly long and diffuse; the slender stream of narrative threads its way through a wilderness of discourses on the passions, the arts, society, rural life, religion, suicide, natural scenery, and nearly everything else that Rousseau was interested in--and his interests were legion. "The New Heloise" is thoroughly characteristic of the wandering, enthusiastic, emotional-genius of its author. Several brilliant passages in it are ranked among the classics of French literature; and of the work as a whole, it may be said, judicially and without praise or censure, that there is nothing quite like it in any literature. About the Book Rousseau's "Confessions" were written in England at Wootton, in Staffordshire, where he had taken refuge after his revolutionary ideas incurred the displeasure of the authorities in France. They were first published in 1782. From this refuge he was pursued from place to place by his delusions through miserable years, until he died, near Paris, on July 2, 1778. In no circumstances or relation of his life was Rousseau a pleasant spectacle. The "Confessions," unexpurgated, are often revolting to any sane mind, and have been proved to be untrustworthy even as a record of fact. But almost incredible baseness was coupled with extraordinary gifts, and it is impossible to overestimate Rousseau's influence upon the modern world, and upon its literature and its whole point of view and way of thinking. It is to exhibit a man in the whole truth of nature; and the man whom I shall reveal is myself. Myself alone; for I verily believe I am like no other living man. I was born at Geneva in 1712, son of Isaac Rousseau, watchmaker, and of Susanne, his wife. About The Book THOMAS HOBBES The Leviathan Thomas Hobbes was born at Malmesbury, Wiltshire, England, April 5, 1588, and died at Hardwick Dec. 4, 1679. When comparatively a young man he was secretary to Francis Bacon. He spent many years abroad, met Galileo, and corresponded with Descartes. But he did not begin to produce until in advanced middle age. "Leviathan, or the Matter, Form, and Power of a Commonwealth, Ecclesiastical and Civil," appeared in 1651. His special impulse to the construction of a science of politics came from the Great Rebellion, his detestation of the principles on which it was based, and his dissatisfaction with the theory of "divine right" as a bafis for the absolutism which he counted a necessity. The "Leviathan" is the commonwealth, or state, conceived as an "artificial man," and this gives the title to this famous work. But this essay towards a science of politics was only a fragment of that complete and all-inclusive structure which he contemplated. Although in this sense only a fragment, it has largely influenced all political theorising since his day: and it contains the most definite enunciation of the doctrine of the social contract, which took so different and so revolutionary a shape in the hands of Rousseau. Neoliberalism has been the defining paradigm in global health since the latter part of the twentieth century. What started as an untested and unproven theory that the creation of unfettered markets would give rise to political democracy led to policies that promoted the belief that private markets were the optimal agents for the distribution of social goods, including health care. A vivid illustration of the infiltration of neoliberal ideology into the design and implementation of development programs, this case study, set in post-Soviet Tajikistan’s remote eastern province of Badakhshan, draws on extensive ethnographic and historical material to examine a “revolving drug fund” program—used by numerous nongovernmental organizations globally to address shortages of high-quality pharmaceuticals in poor communities. Provocative, rigorous, and accessible, Blind Spot offers a cautionary tale about the forces driving decision making in health and development policy today, illustrating how the privatization of health care can have catastrophic outcomes for some of the world’s most vulnerable populations.

This book offers an interesting interpretation of the hidden culture of the early modern legal profession and its influence on the development of the English constitution. It locates an alternative site of political sovereignty in the legal communities at the Inns of Court in London, examining the signs of legitimacy by which they sought to validate the claim that common law represented sovereign constitutional authority. The role of symbols in the culture of English law is central to the book's analysis. Within the framework of a cultural history of the legal profession from 1558 to 1660, the book considers the social presence of the law, revealed in its various signs. It analyses how institutional existence at the Inns of Court presented the legal community as an emblematic template for the English nation-state, defending the sovereignty of the Ancient Constitution by reference to the immemorial provenance of common law.
