Carbon capture and storage (CCS) seems an appealing option to meet the ambitious objectives of the Paris Agreement. Captured CO2 emissions can also be injected in active fields to enhance recovery: Carbon capture and utilization (CCU). We study a dynamic model of CCS and CCU of an economy subject to a carbon budget. We demonstrate that if the social planner implements CCU, it does so at the beginning of the planning period and stops before the budget has been depleted. On the contrary, if CCS occurs in the social optimum, this happens only once the carbon budget has been depleted. We show that the relationship between the carbon budget and the carbon price can be non-monotonic if CCU occurs. Our model features three state variables: The stock of fossil fuel, the stock of atmospheric CO2 and the stock of injected CO2 in active fields. We derive frontiers that separate regions in initial-stock-space with and without CCS and CCU regimes in the social optimum. Finally, we compare the social optimum with the decentralized market outcome.

Carbon dioxide capture and storage (CCS) is a technology aimed at reducing greenhouse gas emissions from burning fossil fuels during industrial and energy-related processes. CCS involves the capture, transport and long-term storage of carbon dioxide, usually in geological reservoirs deep underground that would otherwise be released to the atmosphere. Carbon dioxide capture and storage offers important possibilities for making further use of fossil fuels more compatible with climate change mitigation policies. The largest volumes of CO2 could be captured from large point sources such as from power generation, which alone accounts for about 40 per cent of total anthropogenic CO2 emissions. The development of capture technologies in the power generation sector could be particularly important in view of the projected increase in demand for electricity in fast developing countries with enormous coal reserves (IEA 2002a). Although, this prospect is promising, more research is needed to overcome several hurdles such as important costs of capture technology and the match of large capture sources with adequate geological storage sites. The United States produces over seventy per cent of all its electricity from fossil fuels and nearly fifty per cent from coal alone. Worldwide, forty-one per cent of all electricity is generated from coal, making it the single most important fuel source for electricity generation, followed by natural gas. This means that an essential part of any portfolio for greenhouse gas emissions reductions will be technology to capture carbon dioxide and permanently sequester it in suitable geologic formations. While many nations have created incentives to develop of CCS technology, large regulatory and legal barriers exist that must still be addressed. This book identifies current law and regulation that applies to geologic sequestration in the U.S., the regulatory needs to ensure that geologic sequestration is carried out safely and effectively, and barriers that current law and regulation present to timely deployment of CCS. The authors find the three most significant barriers to be: an ill-defined process to access pore space in deep saline formations; a piecemeal, procedural and static permitting system; and the lack of a clear, responsible plan to address long-term liability associated with sequestered CO2.
