Excerpt from The Southern Slav Question: And the Habsburg Monarchy No country in Europe presents such a variety of complicated problems for solution as the Austro-Hungarian Monarchy; and among these, none is more important and more pressing than the Southern Slav Question. In it are involved the future fortunes of the whole Croat and Serb race, and through them the fate of the Western half of the Balkan Peninsula - from the Gulf of Trieste to the Bulgarian frontier, from the plains of Southern Hungary to the mountains of Albania. On it depends the balance of power on the Adriatic, with all its bearings upon the international situation. Above all, the Southern Slav Question may at any moment exercise a decisive influence upon the foreign policy of Vienna, and upon the internal development of the Dual Monarchy. For on the one hand Austria cannot hope to extend her influence in the Balkans, unless she enlists in her cause the sympathies and support of her eight millions of Southern Slav subjects; while on the other hand, the Croato-Serb race, by reason of its geographical and strategic position, has it in its power by a strict alliance with Austria against Hungary, to destroy completely in favour of the former the balance upon which the Dual System is based, and so to play havoc with the entire mechanism and pave the way for that compromise between federalism and centralism through which alone the acute racial problems of the Dual Monarchy can be solved. The present volume attempts to trace the growth of national feeling among the Croats and Serbs of the Dual Monarchy, and to describe in fuller detail the more recent movement in favour of Croato-Serb Unity. The fact that the English language contains no book devoted to the history of this movement, must be my excuse for occasional prolixity; not merely the main building, but even the substructure had to be created. Excerpt from The Southern Slav's Appeal, Vol. 1: November, 1916 "When in the course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume, among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature's God entitles them, a decent respect the opinions of mankind requires that they should declare the causes which impel them to the separation. We hold these truths to be self-evident, that all men are created equal; that they are endowed by their Creator with certain unalienable rights; that among these are life, liberty and the pursuit of happiness. That to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed; that, whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it, and to institute a new government, laying its foundation on such principles, and organizing its powers in such form, as to them shall seem most likely to effect their safety and happiness. Prudence indeed, will dictate that governments long established should not be changed for light and transient causes; and, according, all experience hath shown, that a mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But, when long train of abuses and usurpations, pursuing invariably the same object, evinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government, and to provide new guards for their future security." We are partners with the rest. What affects mankind is inevitably our affair as well as the affair of the nations of Europe and of Asia. The nations of the world have become each others neighbors. In order that they may understand each other it is imperative that they should agree o cooperate in a common cause and that they should so act that the guiding principles of that common cause shall be even-handed and impartial justice. This is undoubtedly the thought of America. This is what we, ourselves, will say when there comes proper occasion to say it. We believe these fundamental things: First, that every people has a right to choose the sovereignity under which they shall live. Like other nations, we have, ourselves, no doubt once and again offended against that principle when for a little while controlled by selfish passion, as our franker historians have been honorable enough to admit; but it has become more and more our rule of life and action. Second, that the small States of the world have a right to enjoy the same respect for their sovereignity and for their territorial integrity that great and powerful nations expect and insist upon. And, third, that the world has a right to be free from every disturbance of its peace that has its origin in aggression and disregard of the rights of peoples and nations. So sincerely do we believe in these things that I am sure that I speak the mind and wish of the people of America when I say that the United States is willing to become a partner in any feasible association of nations formed in order to realize these objects and make them secure against violation." Excerpt from The Slavs: Past and Present Poland). Some of them, starting from that original seat, went south and Occupied what is now Hungary and thence went far into the Balkan peninsula. Others went west, far beyond the territory in which stands Berlin - no Germans were there at that and east. The original Slavs were, Of course, not a civilized group of tribes. They were barbarians, just as their west ern neighbors, the Germans, were. The Germans occupied the Roman Empire, destroyed it, took over some rudiments of what they allowed to survive of Roman civilization, and at the same time began to press the Slavs back. They sub dued the outlying Slav countries and turned the population mostly into slaves. Then a German Roman Empire was created, and on its eastern outskirts were formed marches with the special object of fighting the Slavs. On the other hand, from Scandinavia the Vikings were making their way into Russia, while from the east Mongolic invaders, Bulgars and Magyars (the modern Hungarians) were at tacking the southern Slavs, the Magyars conquering Hun gary while the Bulgars subdued some of the Balkan Slavs (seventh century The Magyars extirpated some of the Slavs they conquered and turned others into a subject population (ninth and tenth centuries While those unfortunate victims have kept their Slavic tongue, the Mag yars have stuck to their own language, which they still speak today. The Bulgars accepted the language of the conquered tribes and both groups came finally to form one nation partly of Mongolic, partly of Slavic, descent, but speaking a Slav tongue. Similar was the history of the Vikings in Russia. They organized the country into what we might call a political unit (ninth century). The organ ization was Norse, the bulk of the people Slavic, the lan guage of the whole was Slavic - Russian. Excerpt from Dalmatia and the Jugoslav Movement The writer of this work, Count Lujo Vojnovic, is peculiarly qualified both by his origin and connections to supply a true estimate of the place occupied by Dalmatia, not only as regards the Slav mainland to which it belongs, but in relation to Italian civilization of the opposite coast that has at all times so greatly influenced it. Born of an old Ragusan family, he has had the initial advantage of surveying those intricate Italo-Slav relations from the point of view of that aristocratic Republic which, while it never, like the other Dalmatian cities, passed under the Venetian yoke, and clung throughout to its Serbian mother speech, did more than any South Slav centre to adapt the Italian literary spirit. Count Lujo, I may add, belongs to a distinguished family. His father, Count Constantine Vojnovid, was one of the earliest and most eloquent advocates of South Slav union. His brother Ivo claims a very high place among the living poets of Jugoslavia. I have had myself the privilege of Count Lujo's acquaintance for many years, and can vouch for the fact that, if the conclusions of his present work are fatal to Italian pretensions to his native land, it is not from any want of perception of the cultural debt which Dalmatia and his native city owe to their great neighbour over-sea or of friendship to the Italian people.
