Deformed and failed processes of modernization and transformation manifest and cause a politicised society. Ethnic struggles, failing states and social processes of chaos lead to warlike conflicts and political structures have to be installed while the economy and the society are influenced by force. With a focus on - often only formally existing - states of Subsahara Africa, a World Bank Discussion Paper even describes the current status of many of these countries as a "stable situation of instability". A situation that often leads to so called "political economies of threat and combat" which includes a growing number of people who have an interest in the maintenance of the conflict and a high propensity to violence. An important challenge of the international community is to deal with the possibilities of a preventive policy to minimize the chances of such a political radicalization. Furthermore the question remains of how to react, if state failures finally lead to massive human rights violations and even genocide within those countries.

Examines the ethical dilemma of whether, and how, archaeologists and other experts should work with the military to protect cultural property in times of conflict. The world reacted with horror to the images of the looting of the National Museum in Iraq in 2003 - closely followed by other museums and then, largely unchecked, or archaeological sites across the country. This outcome had been predicted by many archaeologists, with some offering to work directly with the military to identify museums and sites to be avoided and protected. However, this work has since been heavily criticised by others working in the field, who claim that such collaboration lended a legitimacy to the invasion. It has therefore served to focus on the broader issue of whether archaeologists and other cultural heritage experts should ever work with the military, and, if so, under what guidelines and strictures. The end of the Cold War has changed the shape of organized violence in the world and the ways in which governments and others try to set its limits. Even the concept of international conflict is broadening to include ethnic conflicts and other kinds of violence within national borders that may affect international peace and security. What is not yet clear is whether or how these changes alter the way actors on the world scene should deal with conflict: Do the old methods still work? Are there new tools that could work better? International Conflict Resolution After the Cold War critically examines evidence on the effectiveness of a dozen approaches to managing or resolving conflict in the world to develop insights for conflict resolution practitioners. Military intervention in a conflict without a reasonable prospect of success is unjustifiable, especially when it is done in the name of humanity. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

Over the last twenty years the world has witnessed four major genocides. There was the genocide in Iraq (1988), in Rwanda (1994), in Srebrenica (1995), and in Darfur (2003 and continuing). Most observers agree there is an urgent need to assess the international community's efforts to prevent genocide and to intervene (once a genocide is under way) in an effective and timely manner. This volume, the latest in a widely respected series on the subject of genocide, provides an overview of a host of issues germane to this task. The book begins with a cogent discussion of the issues of prevention and intervention during the Cold War years. The second chapter discusses the abject failures and moderate (though, in some cases, highly controversial) successes at prevention and intervention carried out in the 1990s and early 2000s. Further chapters examine latest efforts to develop an effective genocide early warning system and examine the complexity of and barriers to prevention. The pros and cons of sanctions and the problems of enforcement and evaluation their effectiveness are then discussed. Conflicts between state sovereignty and the protection of threatened populations are examined both in historical context and by incorporating the latest thinking. Later chapters treat the issue of intervention; why and how it has met with only limited success. Concentrating on Rwanda and Srebrenica, chapter 8 discusses various peace operations that were abject failures and those that were moderately successful. The concept of an anti-genocide regime is examined in terms of progress in developing such a regime as well as what the international community must do in order to implement it. The intensification and multiplicity of protracted conflicts, the blurring of traditional distinctions between war zones and safe areas, together with increased difficulties in distinguishing botween belligerents and civilian population have all served to worsen the fate of innocent victims and to complicate the work of those who try to assist them. Actors who claim space under the humanitarian banner are guided by varying principles of humanitarianism or employ diflerent interpretations of a small number of acknowledged humanitarian principles. This book addresses some of the main challenges and dilemmas of contemporary humanitarian work. It presents a selection of papers from a high level forum that the Network on Humanitarian Assistance (NOHA) convened in 2003 as an introductory course to its Joint European Master's in International Humanitarian Action. The event gathered over two hundred participants including researchers, policy makers, practitioners, and postgraduate students from around the world.
