The Spanish Civil War is one of the most studied events in modern European history. Its origins, that is to say the politics of the Second Republic (1931-1936), have been much debated. The republican period has been much idealised and in particular the myth of Spanish democracy beset by fascism, of which Franco was its leading figure, has been much cultivated. But was this really the case? Recently historians of the Republic have proposed a new and non-ideological perspective on the 1930s. Spain's path was at once different yet in many ways similar to that of Europe during the inter-war period. The Spanish Second Republic Revisited brings together leading and innovative specialists to analyse the main obstacles to the consolidation of democracy in Spain and to debate the principal stereotypes of the traditional historiography of both left and right. Jose Maria Gil-Robles (1898-1980) was one of the major protagonists of twentieth-century Spanish politics. He founded the CEDA, the first modern party of the Spanish right, and did so during the Second Republic of 1931-36. In July 1936, after another election and a tense spring, there was an attempted coup d'etat and the Civil War began. This book is an account of the "republican" period in the life of Gil-Robles. It is the first thoroughly-researched biography that examines in a balanced, well-documented manner the paramount, though still problematic, contribution he made to the democratization of Spanish conservative politics. It responds to certain crucial questions as to why the CEDA was unsuccessful, and it also analyzes the manner in which Gil-Robles led the forces of conservatism, one based on tenets that were clearly distant from fascism but equally opposed both to Marxism and liberal individualism.

The Second Spanish Republic (1931-36) was the only new liberal democratic regime to emerge in Europe during the 1930s. Historians, however, have focused primarily on the Civil War of 1936-39 that followed, devoting much less attention to the parliamentary regime that preceded it. This book deals with the history and failure of the democratic polity in Spain through a detailed examination of the initiatives of its president, Niceto Alcala Zamora. As civil servant, lawyer, politician and writer, by 1931 he had become one of the most successful men of Spain. He played the leading role in the downfall of the monarchy and the inauguration of the Republic, which he served for eight months as initial prime minister and then as the first president. Stanley Payne's study argues that the failure of the Republic was not inevitable but depended on the policy choices of its president and the key party leaders. Alcala Zamora's professed goal was to center the Republic, stabilizing the new regime while avoiding extremes, but he failed altogether in this project. The Constitution of 1931 stipulated the double responsibility of parliamentary government both to the president and to a voting majority. Though Alcala Zamora resisted strong efforts from the left to cancel the results of the first fully democratic elections in 1933, he subsequently used his powers recklessly, making and unmaking governments at will, refusing to permit normal functioning of parliament. This first critical scholarly account of the presidency of Alcala Zamora casts new light on the failure of democracy in interwar Europe and on the origins of the Spanish Civil War.

This book commemorates the bicentenary of the landmark Spanish Constitution of 1812. Drafted by Spanish and colonial Spanish American liberals (and non-liberals) holed up in Cadiz as Napoleon’s troops occupied the surrounding hills, this war-time Constitution set out radically to redefine ‘the Spanish nation’ for a new age. In the event, it divided Spaniards and threw into sharp relief the question of Spain’s legitimacy in her American colonies. Cadiz 1812 is a defining moment in the modern history of the Spanish-speaking world. Bringing together specialists in the history, politics and culture of Spain and Latin America (the Cadiz text was a cultural and ethnic document as much as a politico-legal one), this volume represents the only large-scale commemoration in the UK of one of the world’s first liberal constitutional tracts. The point of the book, however, as of the conference and accompanying exhibition on which it is based, is not solely to reflect on the significance and repercussions of Cadiz 1812 on both sides of the Hispanic Atlantic at the time. The book also considers later interpretations of Cadiz 1812 and examines, in addition, other constitutions in the Spanish-speaking world beyond 1812. Alejandro Lerroux (18641949) was one of the most polemical figures of early twentieth century Spanish politics. As leader of the Radical Republican Party and six-time prime minister between 1933 and 1935, his admirers saw him as a patriot determined to create a Republic for all citizens, while his critics denounced him as an opportunistic demagogue willing to sacrifice the Republic to its enemies. Like his French republican contemporary Georges Clemenceau, Lerrouxs long political journey took him from the fiery radical leftism of his youth to centrist consensual politics. Thus while Lerroux was the most significant advocate of a revolutionary break with Spains monarchical and authoritarian past before 1931, after the proclamation of the Second Republic he wished to build an inclusive and tolerant democracy. This book is the first scholarly biography in any language of this titan of modern Spanish politics. Nigel Townsons The Crisis of Democracy in Spain (2000) is the only book in English to discuss Lerrouxs career in any detail, but his study is restricted to the Second Republic. Utilising neglected primary material, Villa Garcia argues that Lerroux embodies the transition from the elitist liberal politics of the nineteenth century to the modern mass politics of the twentieth. Like the Second Republic itself, Lerrouxs political career ended in failure. The work is a timely reminder to students of modern Spain that the demise of Republican democracy was not inevitable. Nevertheless, after the abrupt end to Lerrouxs effort to sustain a broadly based moderate and democratic government, Spain would never again achieve stable and constitutional rule until 1977. The political defeat of Lerroux was a major turning point in the countrys history, a fateful step in the failure of democracy and the coming of civil war.
