Excerpt from The Speakers of the House In 1789, when the first Congress convened under Washington, the Speaker of the House of Representatives was merely a moderator, who presided over the sessions of that body with calm deliberation and impartial favor. The prestige of his position lay rather in its honor than in its power. In 1909, after an interval of a hundred and twenty years, the Speaker of the House of Representatives is quite the most potent factor in American legislative life. There is some room for saying that he is even more powerful than the President of the United States. Today the Speaker is the absolute arbiter of our national legislation. He can dictate what laws shall be enacted and what bills shall be defeated. An attempt has been made in this volume to give a brief, dispassionate story of this development of power by the presiding officers of the lower House of Congress. Effort has been made to avoid the dry and technical mysteries of parliamentary law. The book is not intended as a text book on that intricate subject. In the effort to popularize the work all annotations and references have been omitted of purpose. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Matthew N. Green provides the first comprehensive analysis of how the Speaker of the House has exercised legislative leadership from 1940 to the present. Green finds that the Speaker’s party loyalty is tempered by a host of competing objectives, including reelection, passage of desired public policy laws, handling the interests of the president, and meeting the demands of the House as a whole.

Excerpt from The Speaker of the House of Representatives For a just appreciation of an office depending so much upon unwritten practice, this work should have been the labor of some member of the House of Representatives, long experienced in public life. Since none such has come forward, I have ventured the task, and have tried by patient study of the records and by inquiry from men in public life at least to prepare the way for a proper study of the Speaker. Fighting For The Speakership written by Jeffery A. Jenkins and has been published by Princeton University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013 with History categories.

The Speaker of the House of Representatives is the most powerful partisan figure in the contemporary U.S. Congress. How this came to be, and how the majority party in the House has made control of the speakership a routine matter, is far from straightforward. Fighting for the Speakership provides a comprehensive history of how Speakers have been elected in the U.S. House since 1789, arguing that the organizational politics of these elections were critical to the construction of mass political parties in America and laid the groundwork for the role they play in setting the agenda of Congress today. Jeffery Jenkins and Charles Stewart show how the speakership began as a relatively weak office, and how votes for Speaker prior to the Civil War often favored regional interests over party loyalty. While struggle, contention, and deadlock over House organization were common in the antebellum era, such instability vanished with the outbreak of war, as the majority party became an "organizational cartel" capable of controlling with certainty the selection of the Speaker and other key House officers. This organizational cartel has survived Gilded Age partisan strife, Progressive Era challenge, and conservative coalition politics to guide speakership elections through the present day. Fighting for the Speakership reveals how struggles over House organization prior to the Civil War were among the most consequential turning points in American political history.
