An exploration of the proliferation of paper in early modern Britain and its far-reaching effects on politics and society. We are used to thinking of ourselves as living in a time when more information is more available than ever before. In The Specter of the Archive, Nicholas Popper shows that earlier eras had to grapple with the same problem—how to deal with too much information at their fingertips. He reveals that early modern Britain was a society newly drowning in paper, a light and durable technology whose spread allowed statesmen to record drafts, memoranda, and other ephemera that might otherwise have been lost, and also made it possible for ordinary people to collect political texts. As original paperwork and copies alike flooded the government, information management became the core of politics. Focusing on two of the primary political archives of early modern England, the Tower of London Record Office and the State Paper Office, Popper traces the circulation of their materials through the government and the broader public sphere. In this early media-saturated society, we find the origins of many issues we face today: Who shapes the archive? Can we trust the pictures of the past and the present that it shows us? And, in a more politically urgent vein: Does a huge volume of widely available information (not all of it accurate) risk contributing to polarization and extremism?

How modern data-driven government originated in the creation and use of administrative archives in the British Empire Over the span of two hundred years, Great Britain established, governed, lost, and reconstructed an empire that embraced three continents and two oceanic worlds. The British ruled this empire by correlating incoming information about the conduct of subjects and aliens in imperial spaces with norms of good governance developed in London. Officials derived these norms by studying the histories of government contained in the official records of both the state and corporations and located in repositories known as archives. As the empire expanded in both the Americas and India, however, this system of political knowledge came to be regarded as inadequate in governing the non-English people who inhabited the lands over which the British asserted sovereignty. This posed a key problem for imperial officials: What kind of knowledge was required to govern an empire populated by a growing number of culturally different people? Using files, pens, and paper, the British defined the information order of the modern state as they debated answers to this question. In tracing the rise and deployment of archives in early modern British imperial rule, Asheesh Kapur Siddique uncovers the origins of our data-driven present.

A compelling look at the Fatimid caliphate's robust culture of documentation The lost archive of the Fatimid caliphate (909–1171) survived in an unexpected place: the storage room, or geniza, of a synagogue in Cairo, recycled as scrap paper and deposited there by medieval Jews. Marina Rustow tells the story of this extraordinary find, inviting us to reconsider the longstanding but mistaken consensus that before 1500 the dynasties of the Islamic Middle East produced few documents, and preserved even fewer. Beginning with government documents before the Fatimids and paper’s westward spread across Asia, Rustow reveals a millennial tradition of state record keeping whose very continuities suggest the strength of Middle Eastern institutions, not their weakness. Tracing the complex routes by which Arabic documents made their way from Fatimid palace officials to Jewish scribes, the book provides a rare window onto a robust culture of documentation and archiving not only comparable to that of medieval Europe, but, in many cases, surpassing it. Above all, Rustow argues that the problem of archives in the medieval Middle East lies not with the region’s administrative culture, but with our failure to understand preindustrial documentary ecology. Sub-Versions of the Archive: Manuel Puig's and Severo Sarduy's Alternative Identities analyzes recent theories of the archive to examine how Manuel Puig and Severo Sarduy reformulate the Latin American literary tradition. This study focuses on eclectic theories of the archive as both repository and danger, drawing from an array of sources both within and outside the Hispanic literary tradition: from Borges, Foucault, Arrom, Derrida, González Echevarría, and Guillory to digital media and biotechnology. This book also applies theories of cultural contamination (Maria Lugones) and symbolic capital (Pierre Bourdieu) to the novels of Puig and Sarduy to explore the representation of marginal cultures within a body of literature that previously altered or elided these subaltern cultures from the tradition. Through close readings and critical theoretical applications, this book demonstrates how archival fiction continues to be one of the most popular strategies among Latin American novelists and, most importantly, how they have successfully managed to find new ways to inscribe their alternative fictions within this tradition. Puig's and Sarduy's novels reproduce discourses-popular culture and the mass media-that lack prestige within the traditional archive. These discourses mirror realities of marginal groups-gay people, children, the poor, the illiterate, women, and racial minorities. Their cultural variants, sub-versions of hegemonic masterstories, are endowed with truth-bearing power for them, but were previously left out of the archive as legitimate novelistic models. To date, this is the only study of contemporary Latin American fiction that puts current theories of the archive-especially that of Roberto González Echevarría-to practice in such a systematic way. Riobó's analysis of how Puig and Sarduy reformulate the Latin American canon is both a necessary complement of González Echevarría's work and an intelligent answer to the first of his projected masterstories. The Victorian Novel On File argues that the nineteenth-century information explosion shapes the novel form. In a world teeming with data, the novel is a storage medium, cluttered with detail and accumulating more than it can use. The fictional things that have been read as insignificant should be seen instead as vessels of information, embedding the text with potential. This study weaves together a formal account of the novel with media and information studies as well as new materialist approaches to objects. Information took material form in the nineteenth century: in Victorian literature, data can be located in bric-a-brac, folded-up papers, semi-precious stones, and rubbish heaps. Yet this information may never be transmitted as knowledge. Instead, the novel offers indefinite storage, gesturing toward the future while holding action and accountability in abeyance. Fallen by the wayside of plot are documents left on file, containers left unopened, stock left on the shelf, and secrets left untold-enacting, this study argues, the Victorian novel's aesthetics of deferral. In readings of works by Charles Dickens, George Eliot, Mary Elizabeth Braddon, Wilkie Collins, and Rudyard Kipling, this study illustrates the formal effects of cultural questions about value and meaning, longevity and history, abundance and overwhelm, and keeping and discarding. It closes by showing how these same questions animate the twenty-first century's information culture as well.
