For years, scholars hypothesized about what Islamists might do if they ever came to power. Now, they have answers: confusing ones. In the Levant, ISIS established a government by brute force, implementing an extreme interpretation of Islamic law. On the opposite end of the spectrum, Tunisia's Ennahda Party governed in coalition with two secular parties, ratified a liberal constitution, and voluntarily stepped down from power. In Egypt, the Muslim Brotherhood, the world's oldest Islamist movement, won power through free elections only to be ousted by a military coup. The strikingly disparate results of Islamist movements have challenged conventional wisdom on political Islam, forcing experts and Islamists to rethink some of their most basic assumptions. In Rethinking Political Islam, two of the leading scholars on Islamism, Shadi Hamid and William McCants, have gathered a group of leading specialists in the field to explain how an array of Islamist movements across the Middle East and Asia have responded. Unlike ISIS and other jihadist groups that garner the most media attention, these movements have largely opted for gradual change. Their choices, however, have been reshaped by the revolutionary politics of the region. The groups depicted in the volume capture the contradictions, successes, and failures of Islamism, providing a fascinating window into a rapidly changing Middle East. It is the first book to systematically assess the evolution of mainstream Islamist groups since the Arab uprisings and the rise of ISIS, covering 12 country cases. In each instance, contributors address key questions, including: gradual versus revolutionary approaches to change; the use of tactical or situational violence; attitudes toward the nation-state; and how ideology, religion, and political variables interact. For the first time in book form, readers will also hear directly from Islamist activists and leaders themselves, as they offer their own perspectives on the future of their movements. This book is the first detailed study of the causes of de-radicalization in armed Islamist movements. It is based on frontline research that includes interviews with Jihadist leaders, mid-ranking commanders, and young sympathizers, as well as former security and intelligence officers and state officials. Additionally, it is also the first book to analyze the particular conditions under which successful de-radicalization can take place. The current literature on Islamist movements attempts to explain two principal issues: their support of violence (radicalization) and their changing attitudes towards democracy and democratization (moderation). However, the reasons behind renouncing (behavioural de-radicalization) and de-legitimizing (ideological de-radicalization) violence have not been evaluated to date. The author provides an in-depth analysis of the de-radicalization processes of the Egyptian Muslim Brothers (1951-73), former allies of al-Qa'ida, such as al-Gama'a al-Islammiyya (Islamic Group of Egypt, 1997-2002) and al-Jihad Organization (2007- present), as well as of Algerian Islamist groups (1997-2000). The book also analyzes cases of de-radicalization failure. The two questions that the book highlights and attempts to answer are Why? and How? For example, why do radical Islamist militants revise their ideologies, strategies and objectives and initiate a de-radicalization process; and what are the necessary conditions behind successful de-radicalization? De-radicalization of Jihadists shows how a combination of charismatic leadership, state repression, social interactions and selective inducements can ultimately lead jihadists to abandon 'jihad' and de-legitimize violence. This book will be of great interest to students of radical Islamist movements and Islamic Studies, terrorism and political violence, security studies, and Middle Eastern politics. Omar Ashour is a Lecturer in Politics in the Institute of Arab and Islamic Studies, University of Exeter. He has a PhD in International Relations from McGill University in Canada.

"Issues relating to political Islam continue to present challenges to European foreign policies in the Middle East and North Africa. In this volume, European and regional experts analyse trends driving the radicalisation of political Islam as well as the contrary trend of de-radicalisation observed in some countries where Islamist parties have secured democratic political participation. The question underlying the book is whether the ED should engage more specifically with the 'moderate' Islamist parties, and at least recognise radical Islamist movements that achieve democratic electoral success and legitimacy, such as the Palestinian Hamas. Current EU policies are largely negative on both accounts. The conclusions of the book argue for a change in this stance, with a three-dimensional approach: a) to put pressure on incumbent regimes to abandon the repression of moderate Islamist movements, b) to influence the legal and political frameworks regulating social and political participation in a more open way and c) to engage in dialogue with non-violent opposition forces - both Islamist and non-Islamist. This volume seeks to introduce and deepen the understanding of Islam and its role in politics as encountered in different national and transnational contexts in Southeast Asia, eschewing the neo-orientalist approach that has informed public discourse in recent years. In Encountering Islam, the book lingers beyond the summary moment and reflects on the multiple impressions, suppressions and repressions, whether coherent or incoherent, associated with Islam as a socio-political force in public life. To this end, it is not adequate simply to represent the divergent identities associated with Islam in Southeast Asia, whether embedded in state-endorsed orthodoxy or Islamic movements that contest such orthodoxy. It is also important to examine religious minorities in political contexts where Islam is dominant and Muslim communities in national contexts where they are minorities. By situating these religious identities within their larger socio-political contexts, this volume seeks to provide a more holistic understanding of what is encountered as Islam in Southeast Asia.
