When, on the evening of October 4, 1957, the Soviet Sputnik satellite was launched into space, it was also fired at an unsuspecting world. In America, the public response to the Sputniks (there was a second within a month) was nothing short of panic. The Sputnik effect was traumatic for, not only did it shatter the universal perception of the United States as the pre-eminent technological superpower, especially as compared with what was generally beheld as a centralized and plodding Soviet Union, but also Sputnik's constant presence "up there", in space, was perceived as an omniscient eye, suggesting that the whole of US territory was constantly at the mercy of the Soviets.It is generally thought that the USA and the USSR were engaged, in the twentieth century, in two great races: the Arms Race and the Space Race; yet there was an earlier, highly-significant contest between the two super-powers, and quite possibly it was the most crucial -- the rivalry in 1945 to capture as many German rocket scientists as possible.By great good fortune, America won the first of those races, yet neglected for some time to capitalize on that success.
