What were the origins of British ideas on rural poverty, and how did they shape development practice in Malawi? How did the international development narrative influence the poverty discourse in postcolonial Malawi from the 1960s onwards? In The State and the Legacies of British Colonial Development in Malawi: Confronting Poverty, 1939–1983, Gift Wasambo Kayira addresses these questions. Although by no means rehabilitating colonialism, the book argues that the intentions of officials and agencies charged with delivering economic development programs were never as ill-informed or wicked as some theorists have contended. Raising rural populations from poverty was on the agenda before and after independence. How to reconcile the pressing demand of stabilizing the country’s economy and alleviating rural poverty within the context of limited resources proved an impossible task to achieve. Also difficult was how to reconcile the interests of outside experts influenced by international geopolitics and theories of economic development and those of local personnel and politicians. As a result, development efforts always fell short of their goals. Through a meticulous search of the archive on rural and industrial development projects, Kayira presents a development history that displays the shortfalls of existing works on development inadequately grounded in historical study.

Using the longue duree approach and the political economy approach, The State, Counterinsurgency, and Political Policing in Colonial and Postcolonial Malawi, 1891-1994 studies Malawi's colonial and post-colonial history. Malawi is a former British Protectorate, formerly known as the Nyasaland Protectorate. Paul Chiudza Banda analyzes the story of the rise of insurgencies in Malawi and adopts the concept of "counterinsurgency" to address the reactions of the state to those who challenged its legitimacy and authority. Banda explores the factors behind the rise of insurgency, such as land alienation, high taxation, elements of forced labor, and denial of development opportunities. Banda also examines the counterinsurgency measures used by the state, such as the use of brutal force (especially through the police and other para-military groups), the codification of strict laws, and the offer of development opportunities. Through Malawi’s history, Banda provides an analysis on why citizens challenge state authority, how the state responds, and what methods the state uses to defeat insurgencies.

Chapters analyse decolonisation in a political and a cultural sense, and show how the beginning and end of colonial rule were gradual processes rather than sharp ruptures. Individual chapters expand our knowledge of the history of public health, development, rural livelihoods, food production, and agricultural policy, as well as prompting new debate on migration, citizenship, chieftaincy, language, cultural practice, anti-colonialism and nationalism. This book will be of particular interest to scholars of Malawi and the wider Southern African region. Nine of the chapters were originally published in a special issue of the Journal of Southern African Studies, volume 46, issue 2 (2020).
