The controversial work of Amy Chua argues that, as rapid modernization, industrialization, technological change and globalization bring about fundamental changes in national, ethnic and class identities, especially in developing countries, there is a danger that the laissez-faire capitalist system will cause serious racial conflagration, especially in societies where there is ethnic minority market dominance, combined with ethno-nationalist-type politicians who mobilize support from ethnic majority communities by drawing attention to inequalities in wealth distribution. This controversial work goes on to argue for an authoritarian political system, with curbs against the corporate expansion of enterprises owned by ethnic minorities, until parity in equity ownership among all communities is achieved. This book tests the assumptions behind these arguments, discussing ethnic communities, identity, economy, society and state, and the links between them, in a range of countries in East Asia, Southeast Asia, and the Pacific, and diaspora communities of Asian peoples in the West. It demonstrates that identity transformation occurs as generations of minority communities succeed each other, that old discourses of fixed origins which are assumed to bind ethnic communities into cohesive wholes do not apply, that there are very extensive inter-linkages in the daily activities of people of different ethnic and religious backgrounds, that affirmative action-type policies along racial lines can undermine overall societal cohesion, and that there is no case for limiting democracy until economic equity is achieved. This is a rich, important book, with huge implications for economic development and for states throughout the world as multi-ethnic societies world-wide become more extensive and more complicated.

The book ventures into the explanation of intra-state communal conflict, more narrowly of the conflict between majority and minority communal groups, and develops arguments that highlight the causal impact of intergroup economic inequality. Its quest for empirical support has led to the compilation of three large, inter-related datasets, typifying the condition of minorities worldwide. They are mainly based on the Ethnic Power Relations, Minorities at Risk, and Quality of Government data, yet also involve information from a multitude of other sources, such as national statistics, cross-national demographic surveys, and the World Directory of Minorities and Indigenous Peoples. The group-level data, featuring 860 communal groups, show that an impressive forty-five percent of the world’s population do not belong to the majority communal group in their country. As reasonably feared, minorities are in general politically less empowered than their pluralities, and also poorer. Results from multivariate regression analysis corroborate the deleterious impact of horizontal economic inequality on inter-group hostility, measured either as group grievance or violent conflict. The double measurement substantiates the intuition that not all low-to-medium strength hostility is doomed to develop into violent conflict. In fortunate conditions, intergroup disputes can be solved, or compromises may be reached without turning to violence. Part of the analytical efforts have been directed towards detecting the differences between the causes of communal and non-communal social conflicts; and also towards deciphering which institutional conditions aggravate and which mitigate communal conflicts. A large number of variables in the regression models attempt to operationalize constellations that influence the evolution of conflicts either toward peaceful solutions or toward armed collision. The policy implications of the findings are not trivial. Positive discrimination, which in the United States is known as Affirmative Action, is often resisted by denying the unfortunate facts that make it necessary. In addition, currently the policies recommended for heterogeneous societies are also fiercely debated between advocates of power-sharing arrangements and those who would like to facilitate the communal homogenization of each state. This latter type of constitutional engineering is at variance with the political empowerment of minorities, a measure that could alleviate tensions rooted in economic disadvantages.

Selfish, obscenely rich, insular, and opportunistic: these remain how Chinese minorities in Indonesia are perceived by the indigenous population. However, far from being passive victims of discrimination and marginalisation, Chong presents a forceful case in which Chinese Indonesians possess the agency to shape their future in the country, particularly in the changing political, business, and socio-cultural environment after the fall of Suharto. While a lack of good governance that promotes the rule of law and accountability allows or even encourages some Chinese to maintain the status quo by perpetuating corrupt business practices inherited from Suharto’s New Order regime, there are other Chinese Indonesians who make full use of the democratic space opened up under the new administrations, acting as agents of reform by participating in electoral politics and establishing inter-ethnic socio-cultural organisations. Building on Anthony Giddens’s structure-agency theory and Pierre Bourdieu’s notions of habitus and field, Chong shows that the Chinese minorities have played an active role in the democratic process, even though they continue to occupy an ambivalent position in Indonesia.
