All existing institutions were abolished, and a state university including normal school for men, a State College for Women, an A. And M. College for Negroes, a Normal Colored School, and an Institution for Blind, Deaf, and Dumb were established. The permanent arrangement for the government of these institutions is perhaps the worst that could be devised. One board of control was put over them all, of five members, none to be appointed from any county in which any of the institutions is located; but this board was made at all times under and subject to the control and.
