Resilience Index Measurement Analysis (RIMA) is applied to panel household survey data from 2007, 2009, and 2011 in Tajikistan to investigate the causal impact of household resilience on food security in the presence of coping strategies. Key findings • Three significant factors define household resilience capacity: access to basic services, including affordable energy supply; assets; and social safety nets. The latter two factors underscore the importance of formal and informal transfers as effective responses when shocks intensify. • Coping strategies allow households to quickly adjust their behavior to adapt to shocks in the short-term, potentially enhancing their overall resilience in the long-term. • Resilience capacity at a given point in time enhances households’ future food security. Households with higher resilience capacity are likely to have a higher household food expenditure share (HFES) and less likely to face loss of food expenditure share, particularly due to the protective effect of resilience when shocks intensify. • While households with an older head have higher food expenditure share, households with a male head and/or located in rural areas are less likely to face a worsening household food expenditure share. • As household size increases, the household food expenditure share initially decreases but eventually increases at a gradual pace. Conversely, as size increases, households are initially less likely to experience loss of HFES, but this likelihood eventually increases.

We study households’ choice between continued cash transfers and a new economic inclusion program—two global prevalent social protection programs—offered by the Egyptian government. Lower-than-expected early adoption of the new program is correlated with differing perceptions on its design. We randomize official messaging to households describing the new program’s (i) consumption support duration and (ii) income-earning potential. Both treatments increase respondents’ likelihood of recommending the new program. A theoretical model estimated using households’ perceptions of program design predicts interest in the new program, and how it diminishes with increasing effort costs, asset loss probability, risk aversion and loss aversion.

Graduation and economic inclusion programs complement cash or food transfers with multisectoral investments in asset building, income generation, skill training, and access to financial services and markets to strengthen resilience and opportunity for households who are poor (Andrews et al., 2021). Compared to classic social assistance programs that offer regular cash or food transfers to ensure minimum consumption levels, these programs aim to enable beneficiaries to invest in assets and skills that can make them more productive. Following promising results from initial studies on multiple economic Photo Credit: Peter Lowe / CIMMYT and social outcomes (e.g., Banerjee et al., 2015; Bandiera et al., 2017; Banerjee et al., 2021), these graduation and economic inclusion programs are increasingly being taken up by governments to complement their national social assistance programs. In 2019 the Government of Kenya’s (GoK) State Department of Social Protection and Senior Citizen Affairs, Directorate of Social Development, initiated the Kenya Social and Economic Inclusion Programme (KSEIP). The KSEIP is designed to complement and build on the flagship National Safety Net Programme (NSNP) and target those being served by it, moving beyond cash transfers to an integrated Social Protection system to enhance social and economic inclusion services and shock-responsive safety nets for poor and vulnerable households. The KSEIP is expected to contribute towards Kenya’s Vision 2030 and the United Nations’ Sustainable Development Goals.

In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk.
