The State of Food Insecurity in the World 2014 presents updated estimates of undernourishment and progress towards the Millennium Development Goal (MDG) and World Food Summit (WFS) hunger targets. A stock-taking of where we stand on reducing hunger and malnutrition shows that progress in hunger reduction at the global level and in many countries has continued but that substantial additional effort is needed in others. The 2014 report also presents further insights into the suite of food security indicators introduced in 2013 and analyzes in greater depth the dimensions of food security--availability, access, stability and utilization. By measuring food security across these dimensions, the suite of indicators can provide a detailed picture of the food security and nutrition challenges in a country, thus assisting in the design of targeted food security and nutrition interventions. Sustained political commitment at the highest level is a prerequisite for hunger eradication. It entails placing food security and nutrition at the top of the political agenda and creating an enabling environment for improving food security and nutrition. This year's report examines the diverse experiences of seven countries, with a specific focus on the enabling environment for food security and nutrition that reflects commitment and capacities across four dimensions: policies, programs and legal frameworks; mobilization of human and financial resources; coordination mechanisms and partnerships; and evidence-based decision-making.

With one more year before the 2015 deadline for achieving the Millennium Development Goals, the 2014 Global Hunger Index report offers a multifaceted overview of global hunger that brings new insights to the global debate on where to focus efforts in the fight against hunger and malnutrition. The state of hunger in developing countries as a group has improved since 1990, falling by 39 percent, according to the 2014 GHI. Despite progress made, the level of hunger in the world is still “serious,” with 805 million people continuing to go hungry, according to estimates by the Food and Agriculture Organization of the United Nations. The global average obscures dramatic differences across regions and countries. Regionally, the highest GHI scores—and therefore the highest hunger levels—are in Africa south of the Sahara and South Asia, which have also experienced the greatest absolute improvements since 2005. South Asia saw the steepest absolute decline in GHI scores since 1990. Progress in addressing child underweight was the main factor behind the improved GHI score for the region since 1990.

Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Despite relatively high economic growth rates in many developing countries in the last two decades, income inequality has remained high and even increased. This has important policy implications as high-income inequality undercuts the benefits of economic growth in reducing food insecurity. This paper uses the 2014 Gallup World Poll (GWP) dataset of individual food insecurity based on the Food Insecurity Experience Scale (FIES) and employs a three-level linear probability model to assess the macro-economic effects of economic growth and income inequality on individual food insecurity. Results show that increases in the gross domestic product (GDP) per capita are concurrent with declines in individual food insecurity. However, income inequality increases the likelihood of food insecurity, and where there is economic growth it undercuts the positive effect of economic growth on individual food security. The findings suggest that by tackling income inequality, economic growth can become a force for reducing food insecurity, especially in low- and middle-income countries. For millions of people living in mountainous areas, hunger and the threat of hunger are nothing new. Harsh climates and the difficult, often inaccessible terrain, combined with political and social marginality make mountain peoples vulnerable to food shortages. One in three mountain people in developing countries is facing hunger and malnutrition. This study presents an updated geographic and demographic picture of the world’s mountain areas and assesses the vulnerability to food insecurity of mountain dwellers in developing countries, based on a specially designed model. The final section presents an alternative and complementary approach to assessing hunger by analyzing household surveys. The results show that the living conditions of mountain dwellers have continued to deteriorate in the last decade. Global progress and living standard improvements do not appear to have made their way up the mountains and many mountain communities lag way behind the full eradication of poverty and hunger. This publication gives voice to the plight of mountain people and sends a message to policy-makers on the importance of including mountain development in their agendas as well as specific measures and investments that could break the cycle of poverty and hunger of mountain communities and slow outmigration from mountain areas.
