Robust food insecurity indicators are needed for monitoring development targets, humanitarian advocacy efforts, and rationally allocating foreign aid. Longstanding dissatisfaction with the FAO’s undernourishment indicator prompted the development of new metrics in recent decades, including the FAO’s Food Insecurity Experience Scale (FIES) and the unaffordability of healthy diets. However, no previous research has assessed whether food insecurity and poverty indicators are in broad agreement on which countries are insecure/poor, and whether global food insecurity is rising or falling. Unfortunately, this new mix of methods produces mixed messages. At the country level, FIES severe food insecurity is often higher in Latin America and the Caribbean than in Niger and other extremely poor African countries. On global trends, the FAO reports increasing undernourishment and FIES food insecurity over 2014-2022, whereas the World Bank reports monetary poverty declining and healthy diets becoming more affordable. Moreover, trends in FAO food security indicators are not statistically explained by hypothesized factors cited in FAO reports, such as conflict or climate change, and increases in the FAO’s calorie consumption inequality metric are inconsistent with declining income inequality reported by the World Bank. We provide four concrete suggestions to improve food security measurement and monitoring: (1) the FAO should cease modelling undernourishment; (2) new independent studies should re-evaluate the FIES and test new metrics; (3) international agencies should implement coordinated, high-frequency, multi-purpose, open-access surveys; and (4) researchers should further improve the “nowcasting” of poverty and food insecurity for data-scarce crisis contexts.

Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

The State of the World's Biodiversity for Food and Agriculture presents the first global assessment of biodiversity for food and agriculture worldwide. Biodiversity for food and agriculture is the diversity of plants, animals and micro-organisms at genetic, species and ecosystem levels, present in and around crop, livestock, forest and aquatic production systems. It is essential to the structure, functions and processes of these systems, to livelihoods and food security, and to the supply of a wide range of ecosystem services. It has been managed or influenced by farmers, livestock keepers, forest dwellers, fish farmers and fisherfolk for hundreds of generations. Background: Food insecurity is a persistent public health issue that affects 10.5% of households in the U.S. The United States Department of Agriculture monitors food insecurity using the Household Food Security Survey Module (HFSSM). There is growing concern that it may not capture the true extent of food insecurity nor reflect the lived realities of households across the food security spectrum, particularly in rural areas. Study Objective: To explore whether the HFSSM reflects the lived realities and conceptualizations of food security among adults with varying food security experiences. Methodology and Data: A study recruitment postcard was mailed to all residential addresses in the Athens County region of Appalachian Ohio in late June 2020. Adult recipients were invited to complete an initial survey with quarterly follow-up for one year. Surveys included a demographic questionnaire and the HFSSM. Based on HFSSM-based trajectories of household food security over study time points, a purposively selected sub-sample of respondents were invited for in-depth semi-structured interviews (n=16) conducted in May-June 2021. Interviews were audio-recorded and transcribed verbatim. Using NVivo (Version 12), template analysis was employed to identify themes through a process employing both a priori codes (based on HFSSM constructs) and emergent codes. The codebook went through six iterations based on a series of consensus-building discussions among three co-authors until saturation was reached and no new codes emerged. Two researchers coded a subset of interviews to check codebook clarity and ensure interrater reliability. Results: Interviewed adults represented households experiencing consistent food security (n=7), transient insecurity (n=5), and persistent insecurity (n=4) across time points. Households with a history of food insecurity characterize their experiences in ways that largely converge with the HFSSM measure, including skipping meals, reducing meal size, lacking financial resources for ‘balanced’ meals, and experiencing anxiety about affording food. However, individuals’ experiences with food (in)security also demonstrate complexity not captured by the HFSSM; participants discuss navigating the mental burden associated with maintaining or achieving food security, and a wide variety of food sourcing strategies—including gardening, food preservation, sharing resources through informal networks, and engaging in barter culture—as being integral to their food security. Participants from every food security classification talked about food (in)security through a lens of social comparison; they expressed a desire to support local programming that assisted others, while wanting to avoid their own use of such resources unless in dire need. Collectively, these findings reveal a key point of divergence from the individual- and household-centric definition and measurement of food security used by the government. The sample conceptualized food security in terms of community self-reliance, a system encompassing food reciprocity and collective responsibility. Conclusions: The HFSSM is a valuable tool but does not fully capture the nuanced and extensive means by which adults pursue, navigate, and maintain their household’s food security. Food security is conceived of and measured as an individual or household-centric concept, yet this study indicates that people may define food security more broadly in ways that center their neighbors and community needs.

The United States is viewed by the world as a country with plenty of food, yet not all households in America are food secure, meaning access at all times to enough food for an active, healthy life. A proportion of the population experiences food insecurity at some time in a given year because of food deprivation and lack of access to food due to economic resource constraints. Still, food insecurity in the United States is not of the same intensity as in some developing countries. Since 1995 the U.S. Department of Agriculture (USDA) has annually published statistics on the extent of food insecurity and food insecurity with hunger in U.S. households. These estimates are based on a survey measure developed by the U.S. Food Security Measurement Project, an ongoing collaboration among federal agencies, academic researchers, and private organizations. USDA requested the Committee on National Statistics of the National Academies to convene a panel of experts to undertake a two-year study in two phases to review at this 10-year mark the concepts and methodology for measuring food insecurity and hunger and the uses of the measure. In Phase 2 of the study the panel was to consider in more depth the issues raised in Phase 1 relating to the concepts and methods used to measure food security and make recommendations as appropriate. The Committee on National Statistics appointed a panel of 10 experts to examine the above issues. In order to provide timely guidance to USDA, the panel issued an interim Phase 1 report, Measuring Food Insecurity and Hunger: Phase 1 Report. That report presented the panel's preliminary assessments of the food security concepts and definitions; the appropriateness of identifying hunger as a severe range of food insecurity in such a survey-based measurement method; questions for measuring these concepts; and the appropriateness of a household survey for regularly monitoring food security in the U.S. population. It provided interim guidance for the continued production of the food security estimates. This final report primarily focuses on the Phase 2 charge. The major findings and conclusions based on the panel's review and deliberations are summarized.
