The end of the Cold War, and especially the events of September 11, 2001, have led to the redefinition of the U.S. Army's role. In this new environment, the purpose of the U.S. Army is not only to win a battle or a war, but also to be involved effectively in peace operations in post-conflict societies. To make the U.S. Army more effective requires prior knowledge about the political, societal, and cultural environment within which these operations would take place, as well as the acquisition of a new set of skills that would allow the U.S. Army to handle sensitive situations relevant to this environment. Due to the presence of several "weak" states in the international system, the United States needs to devise and employ strategies aimed at preventing and managing the outbreak of domestic conflicts that have the potential of undermining regional and international peace and stability. To avoid oversimplifications in the planning process, U.S. policymakers should have a comprehensive view of the relationship between the state experiencing domestic conflict and its society/citizens. For the design and effective implementation of peacemaking and peace/state-building policies, U.S. strategists should be fully aware of what constitutes a security issue for social groups and individuals in third countries. Thus, U.S. strategic planning and actions should be based on the adoption of the broaden definition of security as well as the idea of human security. Since international stability is based on the stability of states, the United States needs to assist the creation and maintenance of "strong" states.

SSR is a key element of the transitions out of war, aiming at the establishment of accountable and legitimate institutions able to prevent and sanction the use of violence. Second generation SSR has emphasized the need to include local communities and recognize the existence of non-state actors in the provision of security and justice. However, recognition is not enough. This Element promotes a radical re-think of SSR in the context of conflict and war. Guiding question for the considerations is how can security sector reform be set up and implemented to contribute to constructive and inclusive state-society relations, and build the path to long-lasting peace? This Element argues that a focus on functional equivalents, minorities, gender, and human rights is key for the design, implementation, and success of SSR.

This book offers a new alternative to understanding the relationship between China and Africa. Here, the author not only explores the changing nature of Ethiopia’s internal politics as a result of Chinese investment and commercial links, but also compellingly questions the existing state-centric macro or strategic investigation of China-Africa relations. By thoroughly reviewing and deploying the ‘second image reversed’ approach and the relational concept of state power analytical approaches, Ziso challenges the Western-centric Weberian conceptualization of state. This volume presents an eclectic approach to interpret the state transformation in Ethiopia in light of Chinese capital, arguing for a “state in society” framework which does not treat the state as a unitary black box. This analysis challenges the conventional binary staple which is often framed on whether China is the new imperialist power plundering Africa’s resources or is Africa’s historically all-weather friend.
