International Relations and Scientific Progress contends that a theory focusing on the structure of the international system explains a wider and more interesting range of events in world politics than other theories. Such theorizing appears to be out of favor as the result of the apparent failure by structural realism, the most prominent system-level theory over the last two decades, on any number of fronts--most notably an inability to anticipate the ending of the Cold War and its aftermath. This new book is put forward as the most comprehensive and innovative theoretical work on paradigms in international relations since the publication of Theory of International Politics, which created structural realism, more than two decades ago. With appropriate revisions, however, structural realist theory can compete effectively and reclaim its primacy. The first part of International Relations and Scientific Progress assesses the meaning of progress in the discipline of international relations, a process that culminates in the creation of a new concept, the scientific research enterprise. The second part reviews structural realism within that context and identifies a lack of connection between theory and research that links power-based indicators to international conflict, crisis, and war. This part of the book makes the case for an elaboration of structural realism by showing that a system-level theory based on structure has great unrealized explanatory potential. By comparison, the current overwhelmingly research oriented agenda on state dyads imposes severe limitations on understanding that are not currently appreciated. Part Three sums up the work and explores new directions, most notablyas related to empirical testing of an elaborated version of structural realism that focuses on both continuity and change in the international system.

In this book, the author develops a new form of structural realism and deals with the problem of representation. The work combines two distinguished developments of the Semantic View of Theories, namely Structural Realism (SR), a flourishing theory from contemporary philosophy of science, and Ronald Giere and colleagues’ Cognitive Models of Science approach (CMSA). Readers will see how replacing the model-theoretic structures that are at issue in SR with connectionist networks and activations patterns (which are the formal tools of computational neuroscience) helps us to deal with the problem of representation. The author suggests that cognitive structures are not only the precise formal tools for regimenting the structure of scientific theories but also the tools that the biological brain uses to capture the essential features (i.e., structures) of its environment. Therefore, replacing model-theoretic structures with cognitive structures allows us to account for the theories-reality relationship on the basis of the most reliable theories of neurology. This is how a new form of SR, called Cognitive Structural Realism (CSR) is introduced through this book, which articulates and defends CSR, and shows how two diverging branches of SVT can be reconciled. Structural realism asserts that our knowledge of the world can best be provided by knowledge of structures, which aim to represent the world adequately, this view is also called the epistemic form of structural realism. In a different way, ontic structural realism states that the fundamental ontological entities are in fact not individuals but structures. Objects, as we speak usually of them, just occupy places in a structure. In this book, the author discusses different aspects of structural realism. He provides a historical discussion of its origins, he discusses and shows the applicability of this view to linguistics, and he proposes a genuine and new form of a neutralist position in the debate on scientific and structural realism. Neutralism, as a more modest view, solves problems of both scientific realism and antirealism, by making less ontological commitments. It is therefore a promising and ontologically more moderate view in the debate on scientific realism.
