In the last quarter century the Soviet Union and the United States have repeatedly come into conflict in various parts of the third world. During this period the most backward third world countries have sometimes proved susceptible to radical revolution, but the countries well on the way to industrialization have moved away from left-wing economic and political policies. In the longer perspective the West has been winning the struggle for the third world. The changes in those countries have been the subject of intense published debate in the Soviet Union—debate on Marxist concepts of the stages of history, on theories of economic development and revolutionary strategy, and on foreign policy. Jerry F. Hough explores the breakup of the orthodox Stalinist position on these issues and the evolution of free-swinging discussion about them. He suggests that, paradoxically, many of the old Stalinist ideas retain their strongest hold in the United States, which has not fully recognized its victory in the third world and the importance of the West's great economic power. The United States too often assumes that radical regimes will inevitably follow the Soviet path of development and that the nature of a regime determines the nature of its foreign policy. Because of these misperceptions, Hough argues the United States misses many opportunities in the third world. It emphasizes military power, even to the extent of undermining its crucial economic power, and it fails to offer the face-saving gestures that would permit Soviet retreats. Hough presents a prescription for an American policy better suited to the new realities in the third world and to the changing Soviet attitude toward them.

Decades after the massive student protest movements that consumed much of the world, the 1960s remain a significant subject of scholarly inquiry. While important work has been done regarding radical activism in the United States and Western Europe, events in what is today known as the Global South-Asia, Africa, and Latin America-have yet to receive the requisite attention they deserve. This volume inserts the Third World into the study of the 1960s by examining the local and international articulations of youth protest in various geographical, social, and cultural arenas. Rejecting the notion that the Third World existed on the periphery, it situates the events of the 1960s in a more inclusive context, building a richer, more nuanced understanding of the Global 1960s that better reflects the dynamism of the period. Samantha Christiansen is an instructor at Northeastern University. Her research interests focus on youth and student mobilizations in South Asia and Europe and international Left politics. She has also taught at Independent University Bangladesh. Zachary A. Scarlett is an instructor at Northeastern University specializing in modern Chinese history and the history of radical social movements in the twentieth century. This book addresses the themes of praxis and the role of international lawyers as intellectuals and political actors engaging with questions of justice for Third World peoples. The book brings together 12 contributions from a total of 15 scholars working in the TWAIL (Third World Approaches to International Law) network or tradition. It includes chapters from some of the pioneering Third World jurists who have led this field since the time of decolonization, as well as prominent emerging scholars in the field. Broadly, the TWAIL orientation understands praxis as the relationship between what we say as scholars and what we do – as the inextricability of theory from lived experience. Understood in this way, praxis is central to TWAIL, as TWAIL scholars strive to reconcile international law’s promise of justice with the proliferation of injustice in the world it purports to govern. Reconciliation occurs in the realm of praxis and TWAIL scholars engage in a variety of struggles, including those for greater self-awareness, disciplinary upheaval, and institutional resistance and transformation. The rich diversity of contributions in the book engage these themes and questions through the various prisms of international institutional engagement, world trade and investment law, critical comparative law, Palestine solidarity and decolonization, judicial education, revolutionary struggle against imperial sovereignty, Muslim Marxism, Third World intellectual traditions, Global South constitutionalism, and migration. This book was originally published as a special issue of Third World Quarterly.
