In this report, we examine the sustainability of the rural water supply in Tanzania and the key factors behind it. This is done by literature review and an exploratory field study in four villages (Mlali, Kipera, Mkuyuni and Kinyenza) in Mlali ward, Mvomero district, Morogoro region. To get an idea of the key factors for a sustainable rural water supply, we focalised on functional and non-functional water points and took into account different indicators along four themes (Technology, Management, Finance and Ownership and Participation) that might influence the functionality of water points. The study used both qualitative and quantitative data from interviews and observations conducted during our stay in June and July 2015. We selected our respondents among randomly selected households in the villages and key informants on village, ward and district level. The chosen method of inquiry was the semi-structured interview using pre-prepared questionnaires. Our field study found that the ward was going through a transitional period as the World Bank had started a project that repaired and installed new water points which induced an institutional change. A COWSO was created along the still present VWC's. At the time of our research, Mlali ward had 27 gravitational water points with piped schemes and 13 handpumps with boreholes, of which 3 to 4 gravity schemes and 9 handpumps were not functioning due to low water pressure and water flow. This was caused by irrigation of the fields, drought, higher location of the water point, water use of other villages and domestic watertaps which tap water from public pipelines. According to our research, the main challenges for a future sustainable water supply in Mlali ward are the role of the different VWC's and their relationship with the COWSO, the sense of responsibility of its community, the dexterity of the water fund and the ability of the newly constructed intake to overcome current water flow issues.

As one of the most important natural resources, the management of water is becoming increasingly important as water resources are growing more scarce. This is especially the case for rural areas and developing countries, such as Africa. In sub-Saharan African (SSA) countries today, the demand for water resources is increasing. In this innovative study, the author examines these forms of traditional or customary institutions of water management in a manner that has never been done before. First, the author provides us with an understanding and appreciation of the differential impact of customary institutions on drinking- and irrigation-water management. Most sociological studies on rural water management in SSA have addressed water-management issues without adequately analyzing customary institutions and showing how they affect rural water management. Most studies in river-basin management focus on water for irrigation. Few studies have examined how the customary and statutory institutions influence water management for different water uses. This study looks at how the management of water for domestic use differs from the management of water for livestock and small-scale irrigation. The second unique contribution of this book is the analysis of the role of women and how customary and statutory institutions affect women's participation in water management. Few studies have looked at the role of women and their contribution to rural water management. Previous studies have focused only on the statutory institutions. Finally, the study offers a valuable comparison of the effectiveness of statutory and customary institutions in enforcement of their regulations, resolving natural-resourceconflicts, and in ensuring access to water for different uses. Although many researchers recognize the importance of customary institutions, their analysis tends to focus more on the statutory institutions for water management. In this book, both formal and informal water-management institutions are considered for a more balanced understanding. The findings of this study will serve as the basis for formulating policies and programs that include customary institutions in the management of rural water resources in Tanzania. In Tanzania, lack of access to safe water for many rural populations is a major concern. Lack of safe water has implications for rural people and the country as a whole. Policy makers, nongovernmental organizations, planners, and water providers need to be informed so they can incorporate customary institutions into policies and strategies for management of rural water resources. This is an important book for African studies, environmental studies, and policy studies.

This dissertation reviews the implementation of the NWSDS, the latest water policy, in the rural villages Mlali and Kipera Mvomero district, Morogoro region, United Republic of Tanzania. In the past, water policies in Tanzania were not very successful due to lack of involvement of beneficiaries and community. This failure of the water policy leads to a lack of clean water for villagers, which ultimately leads to disperse of waterborne diseases; it causes difficulties in reaching gender equality and even leads to the underdevelopment of Tanzania. The field research showed that NWSDS was not properly implemented, and ultimately NWSDS failed to deliver better domestic water supply. There are two important reasons for this failure; first of all there is an absence of strong institutions at community level which means that no one enforces correct policy implementation; secondly the absence of an effective communication framework leads to an uninformed community, upon who the new policy should support. The envisioned Copernican revolution in the water policy of national government operation and management towards community operation and management was not established. Good accessibility of domestic water supply will unlock the enormous economic potential of Tanzania, so there is an urgent need to break the vicious cycle in which the degrading water service delivery finds itself, as villagers do not want to pay for the dreadful water service and the government has no funds to make it better.
