Key concepts of radioactive waste management, such as safety, risk, reversibility and retrievability, carry different meanings for the technical community and for non-technical stakeholders. Similarly, socio-economic concepts, including community, landscape and benefit packages, are interpreted differently by diverse societal groups. Opinions and attitudes are not simply a faithful reflection of decision making, actual events and communicated messages; perceptions and interpretations of events and objects also play a role. This report presents key issues and examples in order to build awareness of the importance of symbols and symbolism in communicating about perceptions and interpretations. It adds to the recognition that dialogue amongst stakeholders is shaped by dimensions of meaning that reach beyond dictionary definitions and are grounded in tradition and social conventions. A better understanding of these less obvious or conspicuous realities should help find additional ways of creating constructive relationships amongst stakeholders.

The aim of this paper is to explore prison's class and symbolic dimensions in the Neoliberal Era. Neoliberalism was approached as the empowerment of the market which leads to the dismantlement of the social welfare state and to the strengthening of the penal state for the marginalised populations. Also, it was analysed as the 'conduct of conduct' in the Foucauldian sense, as it was argued that prison is a tool of government, functioning for the management of the marginalised populations. An effort was undertaken to discuss the differences of the US, the 'carceral example', with the European Union countries. The class and symbolic dimensions of punishment were first approached from a historical and a theoretical perspective respectively, before attempting to discuss neoliberalism, aiming to show the maintenance of prison's main characteristics through time under capitalism. It was argued that the dismantlement of the welfare state brought to the fore the destabilisation of the labour market and the concurrent strategies of responsibilisation which led to the increased use of imprisonment. The result is the phenomenon of mass imprisonment, mainly affecting poor and marginalised populations and communities, leading to their further exclusion and social control. Furthermore, the relation of the industry with the penal policies was discussed, as part of the passage from welfare to 'workfare' and 'prisonfare'. Concerning the symbolic dimensions of prisons, it was argued that the dominant representations of the criminals should be explored under the scope of the demonisation strategies, which aim to legitimise the harsher penal policies and to naturalise the discourse on 'criminal classes'. Therefore, emotional attitudes are emphasised, as leading to the uncritical acceptance of mass imprisonment. On the other hand, the risk management strategies were discussed, which despite having rationalistic and apolitical objectives, disguise the responsibilisation strategies of the neoliberal era and the narrative of institutionalised insecurity. The analysis of the actuarial practises showed that the targeting of the population as a whole marks the transition from the disciplinary society to the control society. The objective of this analysis was to establish an account of neoliberalism and the phenomenon of mass imprisonment, contributing to the radical analyses on prison aiming to provide argumentation for the promotion of radical social action towards prison abolition.

This book turns the spotlight on institutional symbolism. When minority nations in multinational states press for more self-government, they are not only looking to protect their interests. They are asking to be recognized as political communities in their own right. Yet satisfying their demands for recognition threatens to provoke a reaction from members of majority nations who see such changes as a symbolic repudiation of their own vision of politics. Secessionist crises flare up when majority backlash reverses symbolic concessions to minority nations. Through a synoptic historical sweep of Canada, Spain, Yugoslavia, and Czechoslovakia, The Symbolic State shows us that institutions may be more important for what they mean than for what they do. Marxism's collapse in the twentieth century profoundly altered the style and substance of Western European radical thought. To build a more robust form of democratic theory and action, prominent theorists moved to reject revolution, abandon class for more fragmented models of social action, and elevate the political over the social. Acknowledging the constructedness of society and politics, they chose the "symbolic" as a concept powerful enough to reinvent leftist thought outside a Marxist framework. Following Maurice Merleau-Ponty's Adventures of the Dialectic, which reassessed philosophical Marxism at mid century, Warren Breckman critically revisits these thrilling experiments in the aftermath of Marxism. The post-Marxist idea of the symbolic is dynamic and complex, uncannily echoing the early German Romantics, who first advanced a modern conception of symbolism and the symbolic. Hegel and Marx denounced the Romantics for their otherworldly and nebulous posture, yet post-Marxist thinkers appreciated the rich potential of the ambiguities and paradoxes the Romantics first recognized. Mapping different ideas of the symbolic among contemporary thinkers, Breckman traces a fascinating reflection of Romantic themes and resonances, and he explores in depth the effort to reconcile a radical and democratic political agenda with a politics that does not privilege materialist understandings of the social. What is symbolic representation? Since Hanna Pitkin’s seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Innovatively adopting a discursive approach, this book - the first full-length treatment of symbolic representation - focuses on gender issues to tackle important questions such as: What are women and men symbols of, and how is gender constructed in policy discourse? It studies what functions symbolic representation fulfils in the construction of gender, what social roles get legitimized in policy discourse, and how this affects power constellations, ultimately revealing much about the relation between symbolic, descriptive, and substantive representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. Using this original data, the authors show that reconsidering symbolic representation from a discursive perspective makes explicit issues of (in)equality embedded within particular constructions, as well as their consequences for political representation and gender equality. Exploring the materiality of this volcanic glass rather than only its functionality, this book considers the interplay among people, obsidian, and meaning and how these relationships shaped patterns of procurement, exchange, and use.
