R. H. Coase Duncan Black was a close and dear friend. A man of great simplicity, un worldly, modest, diffident, with no pretensions, he was devoted to scholarship. In his single-minded search for the truth, he is an example to us all. Black's first degree at the University of Glasgow was in mathematics and physics. Mathematics as taught at Glasgow seems to have been designed for engineers and did not excite him and he switched to economics, which he found more congenial. But it was not in a lecture in economics but in one on politics that he found his star. One lecturer, A. K. White, discussed the possibility of constructing a pure science of politics. This question caught his imagination, perhaps because of his earlier training in physics, and it came to absorb his thoughts for the rest of his life. But almost certainly nothing would have come of it were it not for his appointment to the newly formed Dundee School of Economics where the rest of the. teaching staff came from the London School of Economics. At Glasgow, economics, as in the time of Adam Smith, was linked with moral philosophy. At Dundee, Black was introduced to the analytical x The Theory o/Committees and Elections approach dominant at the London School of Economics. This gave him the approach he used in his attempt to construct a pure science of politics.

Many of the most famous results in mathematics are impossibility theorems stating that something cannot be done. Good examples include the quadrature of the circle by ruler and compass, the solution of the quintic equation by radicals, Fermat's last theorem, and the impossibility of proving the parallel postulate from the other axioms of Euclidean geometry. This book tells the history of these and many other impossibility theorems starting with the ancient Greek proof of the incommensurability of the side and the diagonal in a square. Lützen argues that the role of impossibility results have changed over time. At first, they were considered rather unimportant meta-statements concerning mathematics but gradually they obtained the role of important proper mathematical results that can and should be proved. While mathematical impossibility proofs are more rigorous than impossibility arguments in other areas of life, mathematicians have employed great ingenuity to circumvent impossibilities by changing the rules of the game. For example, complex numbers were invented in order to make impossible equations solvable. In this way, impossibilities have been a strong creative force in the development of mathematics, mathematical physics, and social science.

This book offers a theory of democratic justice. According to the theory, justice emerges from collective agreement among political associates who enjoy approximate equality of power. Such situations can be seen as social contracts, and we find an empirical model for social contracts in the examples of successful common property resource regimes. In these regimes, participants craft collective rules of access to the means of production on an equal basis and producers are entitled to the full fruits of their labour. To interpret this theoretically an account of practical rationality in terms of individual and public deliberation is required. In tracing the move from small scale to large scale societies, three important transformations become apparent: in political institutions; in the economy; and in the functions of the household. All are relevant to the understanding of justice. In great societies representative parties making policy and law in shifting coalitions in parliaments elected by proportional representation exemplify political equality and so instance one form of democratic justice. In the economy corporate hierarchies modify the full fruits principles, not always in the direction of justice. Redistribution is justified as a means of smoothing income across the life-cycle, rather than by appeal to economies of scale or a simple principle of need. The sense of democratic justice requires commitment to the maintenance of those institutions that protect common interests, whilst acknowledging where there are differences of interest. This sense of democratic justice needs to be upheld by effective governance.
