In den Kapiteln 9 bis 12 liefert Sartori eine ausführliche Klärung und Herleitung der zentralen Begriffe Demokratie, Individualität, Freiheit, Autonomie, Recht bzw. Gesetz und Gleichheit. Dabei hangelt er sich von einem Begriff zum nächsten und zeigt so die Zusammenhänge und Verbindungen der Begrifflichkeiten auf. Besondere Schwerpunkte setzt er auf die Unterscheidung von antiker zu moderner Demokratie und auf die Definition und das Problem der Gleichheit und Gleichbehandlung. Ab Kapitel 13 gibt Sartori einen kurzen Überblick über die politischen Strömungen, Demokratie, Liberalismus, Sozialismus und Kommunismus in Europa und Amerika mit Schwerpunkt auf der Entwicklung und die Begriffsgeschichte des Liberalismus, um dann in Kapitel 14 Kapitalismus und Ökonomie als neue Betrachtungspunkte mit dem Vorhergehenden zu verknüpfen. In Kapitel 15 thematisiert Sartori Alternativentwürfe zu liberaler Demokratie, indem er auf die Demokratievorstellungen von Rousseau, Marx und Lenin eingeht. Im letzten Kapitel geht es Sartori um die Unterscheidung zwischen Ideologie und Idee und um den Wert von Idealen, der für ihn entscheidend ist und aus der Entwicklung guter Ideen entsteht, die auf einer stichhaltigen Argumentation und Beweisführung gründen. Der Aufbau bei Manfred Schmidt ist besonders systematisch und nach chronologischer Ordnung gestaltet. Im ersten Teil seines Buchs „Demokratietheorien. Eine Einführung“ (3. Aufl., 2000) betrachtet er die klassische Phase der Demokratietheorien, die für ihn die Zeit vor der Ausbreitung von demokratisch verfassten Flächenstaaten markiert. Angefangen bei Aristoteles und seiner Lehre der Staatsverfassungen im ersten Kapitel, fasst Schmidt im zweiten Kapitel Hobbes als Kritiker der Demokratie und Locke als frühliberalen Konstitutionalisten zusammen. Montesquieu behandelt Schmidt im dritten Kapitel ausführlich als Ideengeber für gemäßigte Demokratie. [...]

The second edition of this pathbreaking, highly innovative comparative study in state-building by a major political scientist is a fully updated examination of the problems of making democratic government work. Sartori begins by assessing electoral systems. He attacks the conventional wisdom that their influence cannot be predicted and also disputes the view that proportional representation is always best and will deliver 'consensus democracy'. He argues that the double-ballot formulas deserve more consideration for their ability to facilitate governability in adverse circumstances. His comparative assessment of presidential and semi-presidential systems and the variety of formulas that are categorized, sometimes misleadingly, as parliamentary, looks at the conditions that allow a political form to perform as intended. He concludes with a detailed proposal for a new type of government: alternating presidentialism. This meets the need for strong parliamentary control and efficient government, with safeguards against both parliamentary obstructionism and government by decree, and so could help to avoid political paralysis in Latin America, in the post-communist countries of Europe and in countries with dysfunctional parliamentary systems such as Italy and Israel.

This book brings together the conceptual and theoretical writings of Joseph Schumpeter, Robert A. Dahl, Guillermo O’Donnell, and T. H. Marshall. It demonstrates that most of the different conceptions of democracy in the democratization literature can be ordered in one systematic regime typology that distinguishes between ‘thinner’ and ‘thicker’ definitions of democracy. The authors argue that the empirical pattern revealed by this typology is explained by the combination of internal structural constraints and international factors facilitating democracy. The result of such contending forces is that most of the democratizations in recent decades have only produced competitive elections, rather than ‘more demanding’ attributes of democracy such as political liberties, the rule of law, and social rights. This volume offers a broad exploration of the cultural history of democracy in the Renaissance. The Renaissance has rarely been considered an important moment in the history of democracy. Nonetheless, as this volume shows, this period may be seen as a “democratic laboratory” in many, often unexpected, ways. The classicizing cultural movement known as humanism, which spread throughout Europe and beyond in this period, had the effect of vastly enhancing knowledge of the classical democratic and republican traditions. Greek history and philosophy, including the story of Athenian democracy, became fully known in the West for the first time in the postclassical world. Partly as a result of this, the period from 1400 to 1650 witnessed rich and historically important debates on some of the enduring political issues at the heart of democratic culture: issues of sovereignty, of liberty, of citizenship, of the common good, of the place of religion in government. At the same time, the introduction of printing, and the emergence of a flourishing, proto-journalistic news culture, laid the basis for something that recognizably anticipates the modern “public sphere.” The expansion of transnational and transcontinental exchange, in what has been called the “age of encounters,” gave a new urgency to discussions of religious and ethnic diversity. Gender, too, was a matter of intense debate in this period, as was, specifically, the question of women's relation to political agency and power. This volume explores these developments in ten chapters devoted to the notions of sovereignty, liberty, and the “common good”; the relation of state and household; religion and political obligation; gender and citizenship; ethnicity, diversity, and nationalism; democratic crises and civil resistance; international relations; and the development of news culture. It makes a pressing case for a fresh understanding of modern democracy's deep roots.
