The new practices and theories of parliamentary representation that emerged during Elizabeth's and James' reigns shattered the unity of human agency, redefined the nature of power, transformed the image of the body politic, and unsettled constructs and concepts as fundamental as the relation between presence and absence. In The Third Citizen, Oliver Arnold argues that recovering the formation of political representation as an effective ideology should radically change our understanding of early modern political culture, Shakespeare's political art, and the way Anglo-American critics, for whom representative democracy is second nature, construe both. In magisterial readings of Titus Andronicus, Julius Caesar, Coriolanus, and the First Tetralogy, Arnold discovers a new Shakespeare who was neither a conservative apologist for monarchy nor a prescient, liberal champion of the House of Commons but instead a radical thinker and artist who demystified the ideology of political representation in the moment of its first flowering. Shakespeare believed that political representation produced (and required for its reproduction) a new kind of subject and a new kind of subjectivity, and he fashioned a new kind of tragedy to represent the loss of power, the fall from dignity, the false consciousness, and the grief peculiar to the experiences of representing and of being represented. Representationalism and its subject mark the beginning of political modernity; Shakespeare’s tragedies greet political representationalism with skepticism, bleakness, and despair.

France's Third Republic confronts historians and political scientists with what seems a paradox: it is at once France's most long-lived experiment with republicanism and a regime remembered primarily for chronic instability and spectacular scandal. From its founding in the wake of France's humiliation at the hands of Prussia to its collapse in the face of the Nazi Blitzkrieg, the Third Republic struggled to consolidate the often contradictory impulses of the French revolutionary tradition into a set of stable democratic institutions. To Be a Citizen is not an institutional history of the regime, but an exploration of the political culture gradually formed by the moderate republicans who steered it. In James R. Lehning's view, that culture was forced to reconcile conflicting views of the degree of citizen participation a republican form of government should embrace. The moderate republicans called upon the entire nation to act as citizens of the Republic even as they limited the ability of many, including women, Catholics, and immigrants, to assume this identity and to participate in political life. This participation, based on universal male suffrage alone, was at odds with the notion of universal citizenship—the tradition of direct democracy as expressed in 1789, 1793, 1830, and 1848. Lehning examines a series of events and issues that reveal both the tensions within the republican tradition and the regime's success. It forged a political culture that supported the moderate republican synthesis and blunted the ideal of direct democracy. To Be a Citizen not only does much to illuminate an important chapter in the history of modern France, but also helps the reader understand the dilemmas that arise as political elites attempt to accommodate a range of citizens within ostensibly democratic systems.

This book is open access under a CC BY 4.0 license. This Open Access book investigates European citizenship after Brexit, in light of the functionalist theory of citizenship. No matter its shape, Brexit will impact significantly on what has been labelled as one of the major achievements of EU integration: Citizenship of the Union. For the first time an automatic and collective lapse of status is observed. It is a form of involuntary loss of citizenship en masse, imposed by the automatic workings of the law on EU citizens of exclusively British nationality. It does not however create statelessness and it is likely to be tolerated under international law. This loss of citizenship is connected to a reduction of rights, affecting not solely the former Union citizens but also second country nationals in the United Kingdom and their family members. The status of European citizenship and connected rights are first presented. Chapter Two focuses on the legal uncertainty that afflicts second country nationals in the United Kingdom as well as British citizens, turning from expats to post-European third country nationals. Chapter Three describes the functionalist theory and delineates three ways in which it applies to Brexit. These three directions of inquiry are developed in the following chapters. Chapter Four focuses on the intension of Union citizenship: Which rights can be frozen? Chapter Five determines the extension of Union citizenship: Who gets to withdraw the status? The key finding is that while Member states are in principle free to revoke the status of Union citizen, former Member states are not unbounded in stripping Union citizens of their acquired territorial rights. Conclusions are drawn and policy-suggestions summed up in the final chapter.
