Professor Tommy Koh is Singapore's Ambassador-at-Large at the Ministry of Foreign Affairs, Rector of Tembusu College, Special Adviser of the Institute of Policy Studies, and Chairman of the Centre for International Law, National University of Singapore. In his distinguished career, Prof Koh has served as Singapore's Permanent Representative to the United Nations, as Ambassador to the United States of America, as President of the Third UN Conference on the Law of the Sea and Chairman of the Preparatory Committee and the Main Committee of the UN Conference on Environment and Development. He was the UN Secretary-General's Special Envoy to Russia, Estonia, Latvia, and Lithuania. He chaired two dispute panels for the WTO. He was also Singapore's Chief Negotiator for the US-Singapore Free Trade Agreement. He was also the chairman of the group which drafted the Asean Charter. He chairs three committees for the National University of Singapore relating to law, Asia research and environmental management. An active patron of the arts, Prof Koh has served as Chairman of the National Heritage Board, National Arts Council and many other cultural groups. In recognition of his meritorious public service and achievements, he was conferred many honours, both locally and internationally. He has been named as 'Champion of the Earth' in 2006 by the UN Environment Programme (UNEP). Prof Koh has been selected to receive Harvard's 2014 Great Negotiator Award sponsored by the Program on Negotiation based at Harvard Law School (an interuniversity consortium of Harvard, MIT, and Tufts) as well as Harvard's Program on the Future of Diplomacy. This collection of Prof Koh's favourite essays and lectures gives the reader an insight into his illustrious academic and diplomatic career. The volume also includes his articles on diplomacy and international law, art, culture, heritage, nature and environmental issues.

This book examines the South China Sea territorial disputes from the perspective of international order. The authors argue that both China and the US are attempting to impose their respective preferred orders to the region and that the observed disputes are due to the clash of two competing order-building projects. Ordering the maritime space is essential for these two countries to validate their national identities and to achieve ontological security. Because both are ontological security-seeking states, this imperative gives them little room for striking a grand bargain between them. The book focuses on how China and the US engage in practices and discourses that build, contest, and legitimise the two major ordering projects they promote in the region. It concludes that China must act in its legitimation strategy in accordance with contemporary publicly accepted norms and rules to create a legitimate maritime order, while the US should support ASEAN in devising a multilateral resolution of the disputes.

In this book, an interdisciplinary research group of faculty members, researchers, professionals, and planners contributed to an understanding of the dynamics and dimensions of emerging challenges and risks in megacities in the rapidly changing urban environments in Asia and examined emerging resilience themes from the point of view of sustainability and public policy. The world’s urban population in 2009 was approximately 3.4 billion and Asia’s urban population was about 1.72 billion. Between 2010 and 2020, 411 million people will be added to Asian cities (60 % of the growth in the world’s urban population). By 2020, of the world’s urban population of 4.2 billion, approximately 2.2 billion will be in Asia. China and India will contribute 31.3 % of the total world urban population by 2025. Developing Asia’s projected global share of CO2 emissions for energy consumption will increase from 30 % in 2006 to 43 % by 2030. City regions serve as magnets for people, enterprise, and culture, but with urbanisation , the worst form of visible poverty becomes prominent. The Asian region, with a slum population of an estimated 505.5 million people, remains host to over half of the world’s slum population . The book provides information on a comprehensive range of environmental threats faced by the inhabitants of megacities. It also offers a wide and multidisciplinary group of case studies from rapidly growing megacities (with populations of more than 5 million) from developed and developing countries of Asia.
