This accessible work provides a ‘political sociology’ of welfare states in industrial societies, with both historical and contemporary perspectives. Ellison focuses on the social and political underpinnings of a number of welfare regimes and looks at the transformations they have undergone and the challenges they face. This book assesses current debates about the role of ‘globalization’ in welfare state change, paying particular attention to contemporary views about the capacity of embedded institutional structures to limit the effects of global economic pressures. Ellison assesses the changing nature of social policies in nine OECD countries – selected to include ‘liberal, ‘social democratic’ and ‘continental’ welfare regimes. Taking labour market and pension policies as the main areas of investigation, this volume provides ‘snapshots’ of welfare reform in each case, charting the ways in which different regimes ‘manage’ the range of challenges with which they are confronted. Ultimately, the book suggests that all contemporary welfare regimes are experiencing a level of ‘neoliberal drift’. As yet, this trend towards liberalization remains constrained in those countries with more ‘coordinated’ economies and institutionalized forms of social partnership – but the question is for how long? This book will be of great interest to students and scholars of International Politics, Sociology and Social Policy.

This book has emerged in response to social service workers' vivid descriptions of changes in the practice of their craft during the past 15 years and to the scanty literature that addressed their concerns. Few works have attempted to explore the interplay between the recent broader changes affecting the welfare state (fiscal crisis, cost containment, privatization, etc) and the restructuring of social service work. Yet, it is clear that the fiscal decisions of the 1980s profoundly affected both the context and content of social service practice. "The Welfare State Crisis and the Transformation of Social Service Work" explores how these larger forces have created significant changes for the line practitioner. The greater push for caseload volume in the face of resource scarcity is redefining service encounters in ways that are more likely to meet the fiscal needs of the agency rather than the service needs of clients and the professional concerns of the worker. In short, the fiscal crisis of the past two decades has placed the enterprise of social services at risk. After empirically documenting the seriousness of the risk, "The Welfare State Crisis and the Transformation of Social Service Work" concludes with an exploration of new social service practice strategies that have the potential to integrate the individual, organization, communal, and social changes necessary for effective service interventions.

What has happened to the once famous Swedish model? Since the economic crisis in the 1990s, prophecies of the imminent demise of the universal welfare state have been common. Cutbacks in social benefits and mass unemployment seem to confirm these prophesies. The author - a citizen of Sweden, with a Ph.D. from Durham University, UK and a native of Iran - thinks differently. In this study he explores the role of social movements, demographic, economic and socio-cultural conditions, institutional change and "globalization" in the transformation of the Swedish welfare state. Several programs were indeed recalibrated, and a policy of cost containment came to dominate social policy-making, independent of whether the government was center-left or center-right. Although the favorable conditions in the decades after WWII no longer obtain, the downsizing of the welfare programs has basically followed an egalitarian and universal logic. There are cracks in the wall, but the Nordic welfare states have thus far survived and have shown themselves more resilient than most other social organizations in crisis. Social scientists and politicians alike will find this book highly relevant for their work.

This book introduces the concept of new social risks in welfare state studies and explains their relevance to the comparative understanding of social policy in Europe. New social risks arise from shifts in the balance of work and family life as a direct result of the declining importance of the male breadwinner family, changes in the labour market, and the impact of globalization on national policy-making. They differ from the old social risks of the standard industrial life-course, which were concerned primarily with interruptions to income from sickness, unemployment, retirement, and similar issues. New social risks pose new challenges for the welfare policies of European countries, such as the care of children and the elderly, more equal opportunities, the activation of labour markets and the management of needs that arise from welfare state reform, and new opportunities for the coordination of policies at the EU level. The book includes detailed and up-to-date case studies of policy development across these areas in the major European countries. These studies, written by leading experts, are organized in a comparative framework which is followed throughout the book. They highlight the way in which national welfare state regimes and institutional arrangements shape policy-making to meet new social risks. A major feature of this volume is the analysis of developments at the EU level and their interaction with national policies. The EU has been largely unsuccessful in its interventions in old social risk policy, but appears to have more success in its attempts to coordinate policy for new social risks. Experience here may provide lessons for future developments in EU policy-making. The comparative framework of the book seeks to inform an understanding of the development of new social risks in Europe and of the particular political opportunities and challenges that result. How has New Public Management influenced social policy reform in different developed welfare states? New managerialism is conceptualized as a paradigm, which not only shapes the decision-making process in bureaucratic organizations but also affects the practice of individuals (citizens). Public administrations have been expected to transform from traditional bureaucratic organizations into modern managerial service providers by adopting a business model that requires the efficient and effective use of resources. The introduction of managerial practices, controlling and accounting systems, management by objectives, computerization, service orientation, increased outsourcing, competitive structures and decentralized responsibility are typical of efforts to increase efficiency. These developments have been accompanied by the abolition of civil service systems and fewer secure jobs in public administrations. This book provides a sociological understanding of how public administrations deal with this transformation, how people’s role as public servants is affected, and what kind of strategies emerge either to meet these new organizational requirements or to circumvent them. It shows how hybrid arrangements of public services are created between the public and the private sphere that lead to conflicts of interest between private strategies and public tasks as well as to increasingly homogeneous social welfare provision across Europe.

How can we best analyse contemporary welfare state change? And how can we explain and understand the politics of it? This book contributes to these questions both empirically and theoretically by concentrating on one of the least likely cases for welfare state transformation in Europe. It analyzes in detail how and why institutional change has taken Germany’s welfare state from a conservative towards a new work-first regime. Christof Schiller introduces a novel analytical framework to make sense of the politics of welfare state transformation by providing the missing link: the capacity of the core executive over time. Examining the policy making process in labour market policy in the period between 1980 and 2010, he identifies three different policy making episodes and analyses their interaction with developments and changes in such policy areas as pension policy, family policy, labour law, tax policy and social assistance. The book advances existing efforts aimed at conceptualizing and measuring welfare state change by proposing a clear-cut conceptualization of social policy regime change and introduces a comprehensive analysis of the transformation of the welfare-work nexus between 1980 and 2010 in Germany.
