Achieving sustainable agricultural development is at the forefront of the poverty reduction objective of the Central Asian republics - Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. Since independence, the countries of the Central Asian region have undergone a series of transition from centrally planned economies to a more market oriented system. Wide-ranging policy reforms have been implemented, although in varying degrees, in the five Central Asian countries. Despite great efforts by the countries and the external advice and efforts of international agencies to help them to follow a dynamic growth path, the progress in policy reforms has been frustratingly slow. Generating momentum to reorient the approach and the sequencing of policy reform packages will require rethinking of the policy reform process. This is particularly so in the food, agriculture, and natural resource sectors. This further requires improved understanding among the policymakers, donors, and international agencies of the impact of policy alternatives so that policy reforms and the speed with which they have been implemented are consistent with the objectives and the social and political realities of individual countries in the region. Involving the local policy research community in identifying critical issues and challenges, setting priorities among them for food and agricultural and natural resource policy research and analysis, and implementing joint research studies is the best way to generate knowledge on the impact of policy reforms and to increase ownership of policy design and implementation.

The countries in the Caucasus and Central Asia (CCA) have recorded significant macroeconomic achievements since independence. These countries have grown more rapidly-—on average by 7 percent over 1996–2011—-than those in many other regions of the world and poverty has declined. Inflation has come down sharply from high rates in the 1990s and interest rates have fallen. Financial sectors have deepened somewhat, as evidenced by higher deposits and lending. Fiscal policies were broadly successful in building buffers prior to the global crisis and those buffers were used effectively by many CCA countries to support growth and protect the most vulnerable as the crisis washed across the region. CCA oil and gas exporters have achieved significant improvements in living standards with the use of their energy wealth.

The increase in poverty and inequality in the transition countries of Europe and Central Asia over the past decade is as markedly dramatic, as it is unprecedented. Drawing on new household survey data and extensive qualitative studies, this book brings together findings on the nature and evolution of poverty and inequality in the region. Virtually all transition countries experienced a collapse in economic output in the initial years of the transition, but the drop was much sharper and the recovery slower in some parts of the region. This work explores the different responses to this collapse and their implications for poverty and inequality. Incomplete market reforms, high levels of bureaucratic corruption, and the capture of national governments by powerful business elites account for some of the major differences in poverty and inequality outcomes among countries. This book addresses the policy actions needed to reduce poverty and create inclusive societies. First and foremost is fostering institutions at the community, local, and national level that are accountable to and inclusive of all parts of society. These institutions provide the foundation for functioning democratic societies, good governance, and shared economic growth. Economic growth that generates productive work and leads to a rise in real wages is also vital to poverty reduction. Sustaining such growth in turn depends on completing reforms and building open and competitive markets, with adequate safeguards where markets may fail. Inclusive institutions and economic growth will provide the basis for sustained and shared prosperity as long as societies ensure that people have the capabilities they need to participate in the market and put in place mechanisms to help those who may be left behind. This book will be an important tool for researchers and policymakers in the region and worldwide, as well as for general readers interested in the issues facing Eastern Europe and Central Asia."

Compared to other regions, Europe and Central Asia are by far the oldest. Moreover, population aging is set to accelerate further over the coming decades as large segments turn old.
