This work in two parts examines the relations between transnational societies and states. The second volume of this work contends that current policies meant to control or enhance transnational flows have led to the emergence of a transnational policy apparatus coined the transnational state. This book proposes an innovative conceptual framework to grasp the transformations of the contemporary state in both sending and receiving countries. It shows how states expand beyond national territorial limits by reaching out to migrants where they are. In response to the migrants’ endeavours to circumvent the constrains imposed by selective migration policies, public authorities expand the reach of their control beyond (externalisation), within (internalisation) and at (expansion) borders. A totalitarian temptation seems to have seized contemporary state bureaucracies, affecting the very nature of borders and societies. The core argument of this research is that the development of the transnational state is not random. It is a process shaping and shaped by the structures of the transnational society.

Throughout the world, there has been a growing wave of interest in global corporate power and the rise of a transnational capitalist class, triggered by economic and political transformations that have blurred national borders and disembedded corporate business from national domiciles. Using social network analysis, William Carroll maps the changing field of power generated by elite relations among the world's largest corporations and related political organizations. Carroll provides an in-depth analysis that spans the three decades of the late 20th and early 21st century, when capitalist globalization attained unprecedented momentum, propelled both by the transnationalization of accumulation and by the political paradigm of transnational neoliberalism. This has been an era in which national governments have deregulated capital, international institutions such as the World Trade Organization and the World Economic Forum have gained prominence, and production and finance have become more fully transnational, increasing the structural power of capital over communities and workers. Within this context of transformation, the book charts the making of a transnational capitalist class, reaching beyond national forms of capitalist class organization into a global field, but facing spirited opposition from below in an ongoing struggle that is also a struggle over alternative global futures.

The rapid postwar economic growth in the Southeast Asia region has led to a transformation of many of the societies there, together with the development of new types of anthropological research in the region. Local societies with originally quite different cultures have been incorporated into multi-ethnic states with their own projects of nation-building based on the creation of "national cultures" using these indigenous elements. At the same time, the expansion of international capitalism has led to increasing flows of money, people, languages and cultures across national boundaries, resulting in new hybrid social structures and cultural forms. This book examines the nature of these processes in contemporary Southeast Asia with detailed case studies drawn from countries across the region, including Indonesia, Malaysia, the Philippines, Singapore and Thailand. At the macro-level these include studies of nation-building and the incorporation of minorities. At the micro-level they range from studies of popular cultural forms, such as music and textiles to the impact of new sects and the world religions on local religious practice. This text explores how the dynamics of globalization and privatization have influenced State policy and impacted education reform in Honduras. It makes the argument that understanding education reform in post-colonial contexts requires that scholars go beyond a surface-level description of such trends as privatization to consider, in addition, the ways that the logics, practices, and relationships that characterized colonialism continue to be embedded in the apparatus of modern States. The first part of the volume documents historical trends and the evolution of privatisation in Honduras, while the second part explicitly engages in an extended discussion of State theory, before shifting to present a framework for depicting how these logics are the foundational layer upon which states and global governance have been constructed. The framework draws upon scholarship from political economy, world systems, and post-colonialism to depict the "ethos of privatization" at the core of post-colonial States, wherein what drives the system is private benefit, in the interest of individuals and their networks, but not in the interest of those outside the State. Applying this unique framework to the case of Honduras and offering empirical analysis of the Honduran education sector, the changing role and priorities of the State, and the increasing involvement of international organizations, NGOs, and private actors in the provision of education, the text increases understanding of how State theory interacts with broader global dynamics to impact education.
