Transparency has become a new norm. States, international organizations, and even private businesses have sought to bolster their legitimacy by invoking transparency in their activities. This growth in popularity was made possible through two interconnected trends: the idea that transparency is inherently good, and that the actual meaning of the term is becoming harder and harder to pin down. Thus far, this has remained undertheorized. The Transparency Paradox is an insightful account of the hidden logic of the ideal of transparency and its legal manifestations. It shows how transparency is a covertly conflicted ideal. The book argues that counter to popular understanding, truth and legitimacy cannot but form a problematic trade-off in transparency practices.

The ‘open society’ has become a watchword of liberal democracy and the market system in the modern globalized world. Openness stands for individual opportunity and collective reason, as well as bottom-up empowerment and top-down transparency. It has become a cherished value, despite its vagueness and the connotation of vulnerability that surrounds it. Scandinavia has long considered itself a model of openness, citing traditions of freedom of information and inclusive policy making. This collection of essays traces the conceptual origins, development, and diverse challenges of openness in the Nordic countries and Austria. It examines some of the many paradoxes that openness encounters and the tensions it arouses when it addresses such divergent ends as democratic deliberation and market transactions, freedom of speech and sensitive information, compliant decision making and political and administrative transparency, and consensual procedures and the toleration of dissent. "The International Council for the Exploration of the Sea (ICES) is the central scientific network within the massive set of bureaucracies that is responsible for Europe's Common Fisheries Policy (CFP). Now it is being confronted by the complex challenge of an ecosystem-based approach to fisheries management. "A much-needed contribution to and critique of debates in the newly emerging field of transparency studies from the perspective of American literary studies. In the twenty-first century, transparency has become an ambiguous buzzword both in the public and the private realms (e.g. Wikileaks and the Snowden affair; social media). This volume takes its cue from the emerging field of transparency studies, recent scholarly work in sociology, political theory, and cultural studies that identifies a hegemonic rhetoric of transparency in public and political life. While scholars in this new field routinely gesture toward literature as the realm where secrecy may be productive, they rarely engage with literature directly, and literary studies itself remains notably absent from their debates. This collection of essays seeks to redress that state of affairs by focusing on literary texts written in an American cultural tradition steeped in the interplay between transparency and exposure, fear and secrecy, security and surveillance, and information and disinformation. The essays draw on authors ranging from Whitman, James, and Ellison to Pynchon, Morrison, and Eggers to argue that American literature complicates theoretical assumptions about transparency made in other disciplines. They question the field's strong theoretical emphasis on present-day technopolitical practices and discourses as the location of hegemonic discourse on transparency, and instead historicize such phenomena and extend them to discursive spheres that have so far been neglected (such as issues of sexuality and race). At a time when greater transparency is needed, this book advances a novel explanation of America's efforts to advance greater transparency in international relations. Marquardt argues that American statesmen have long sought to secure an American-dominated international system to encourage states to be more open and forthcoming about their internal affairs. Yet the United States routinely uses its calls for military transparency in particular as a policy instrument to discipline its rivals and therefore paradoxically contributes to greater tension in international relations. In contrast to conventional thinking about transparency in relation to overcoming power politics and promoting international cooperation, this book explores the relationship between America's power and international security competition. This book discusses the media, beliefs, the news, the Internet, etc. but it should not be seen as yet another critique of the media system, exploring with indignant fascination the idea of a machination against truth set up to serve a society of domination. These kinds of theories, whether they pertain to conspiracy theories or, more subtly, to a self-styled "critical" way of thinking, have always seemed to be the expression of a form of intellectual puerility. This is not to say that attempts at manipulating opinions do not occur, or that our world is free from compromised principles, or indeed corruption; far from it, but none of this is the key issue. In fact, reality can somehow be even more unsettling than those myths, however sophisticated they may be, that envisage the media system hand-in-hand with industry, science, and so forth, all in agreement so as to lead the "people" away from the truth. It is more unsettling because the processes described in this book and that allow falsehood and dubiousness to take hold of the public sphere are boosted by the development of IT, the workings of our minds, and the very nature of democracy. And finally, it is more unsettling because we are all responsible for what is going to happen to us.
