Excerpt from The Truth About the Treaty There are others who may be able to write as accurately and as interestingly concerning events which led up to the World War and the war itself, bat there is no Frenchman, save Clemenceau, who can write with so much authority concerning the Peace Treaty, signed at Versailles, June 28, 1919, as Andre Tardieu. M. Tardieu gets nothing second-hand. He was a participant in the events of which he writes. As a member of the Chamber of Deputies, he knew the currents of French political life, and he can write understandingly of the causes leading up to the great conflict. As an officer in the French Army, he can speak authoritatively of that glorious page in history of which he was a part. This training served him well when he was called to assume a foremost role in the making of the peace. No man worked with more tireless energy, and none had a better grasp of the delicate and complex problems brought before the Congress. He was not only invaluable to France, but to his associates from other countries as well. He was in all truth the one nearly indispensable man at the Conference. Therefore, if one would know of those fateful days in Paris when the Allies of France had gathered from the ends of the earth to have their reckoning with the Central Powers, it would be well to read The Truth about the Treaty, for here it is told by him who knows. Excerpt from The Truth About the Secret Treaties British Government adhered to those principles in their negotiations with Germany in 1913. But we must not overlook the fact that the Allies cannot abolish secret diplomacy by merely publishing their own treaties. To abolish secret diplomacy effectively, Europe must first get rid of autocratic rulers. We can never prevent the German Emperor from making private arrangements with the Emperor Karl or with any other autocratic monarch, and no one has ever suggested that we should try. So long as the democracies are troubled with militarist and autocratic neighbours it may not always be desirable, even in times of peace, to let those neighbours know everything that passes between London and Paris or between London and Washington, and most people will agree that in times of war some secrecy among friends may certainly be excused We cannot be expected to tell our enemies the terms of agreements made for the purposes of the war, or to publish all our intimate discussions with our Allies. Excerpt from A History of the Peace Conference of Paris, Vol. 1 The object of this history is neither to criticize nor to defend the German or any other Treaty, still less to defend or to criticize the policy of any government or nation taking part in the Conference. The aim is to produce a history at once independent and objective, to detail the facts and to sketch the opinions that prevailed at the Conference. Ultimate history cannot be obtained in this generation on this or any other subject, but the purpose of this history will be attained if it preserves or records some of the materials for ultimate history, which might otherwise have been lost or forgotten. Excerpt from The Truth About China and Japan The present volume has been written primarily to allow the ordinary reader to see at a glance what the position really is today in Eastern Asia, and to explain precisely why there should be conflict between China and Japan. The essential point - which the writer first insisted upon at great length in The Fight for the Republic in China - is that a dual policy, one policy for the East for the West; that she uses military power and secret loans to advance the first, and diplomacy and publicity the second and that this intricate matter can be understood only by exploring the history of the remote past and linking it up with what is taking place to-day. The fact that the Imperial Conference, which has just concluded its labours, failed to reach any unanimous conclusions on the subject of Japan gives additional point to the arguments which follow, and demands that the important group of documents in the Appendix - particularly the anglo-japanese Treaty - be studied in the light of this new development. Excerpt from Our Treaty With Spain: Triumphant Diplomacy While this is generally true, there is still a prescriptive title which, after a long period of non-resistance to military occupancy might ripen into actual sovereignty, but it is always subject to an act of reclamation by the original sovereign, and, therefore, it is as difficult a title to sustain under International Law, until ratified by a treaty, as is a title by adverse possession between individuals.
