This collection examines the important and topical issue of the economic, social and environmental implications of concerted attempts to diversify energy sources away from fossil fuels. The book expertly examines this issue by focussing on the contrasting experiences of two major economies; one developed, and the other a rapidly expanding, emerging market. Energy, Bio Fuels and Development evaluates the experience of Brazil, with elements of that of the US highlighted for the purpose of comparison. A key area of concern surrounds the causes and consequences of the contrasting routes to biofuel production represented by sugar cane (in Brazil) and corn (in the US). The book also places the recent biofuels drive in perspective by discussing the broader energy policy context. The book shows the complexity and interdependence of the issues involved in moving a society reliant on non-renewable energy sources to one based on alternative sources of energy. The key conclusion to emerge is that Brazil, in pursuing a flexible mix of fossil fuels and bio-fuels, has greatly diminished its exposure to exogenous energy shocks. The US experience – in particular its development of corn-based ethanol – has been more problematic, though by no means without successes. It is argued that bio fuels should not be seen as a panacea. There are clear limits to the efficiency and cost effectiveness of current biofuel production technologies while there remain concerns surrounding potentially adverse effects on food production and rural livelihoods. This book should be an excellent resource for students focussing on economic development, particularly in the areas of energy, biofuels, rural development and food supply.

Exploring themes critical to understanding the current world order, this book lays bare the reality of the new Russia that emerged under Vladimir Putin. Russia holds the world's largest natural gas reserves, the second largest coal and uranium reserves, and the eighth largest oil reserves. Europe is dependent on Russia for 25 percent of its oil and gas. Russia is also positioning itself to play a similar role with respect to China. The key to this strategy is a network of new oil and natural gas pipelines that Russia is in the process of constructing, which will by-pass the problematic Ukraine, Georgia, Poland and the Baltic States in the West, and lock-in the enormous potential of China in the East. Further, as the Western economies including the USA begin themselves to recover, their growing energy dependence will come back into the forefront, and therefore the need to ensure that Russia does not fail in its opening up of new energy resources in the Arctic and Eastern Siberia. Russia is no longer a superpower, in the Cold War sense of the word, because its military is significantly weaker, and as such is incapable of conducting a regional let alone global war against either the United States or NATO. It is precisely because of its military weakness that Putin has been forced to adopt an asymmetric approach. Thus, the pipeline spigot and the proliferation of missiles and aircraft have become Russia's weapons of choice, along with an ever growing reliance on its strategic nuclear forces to provide it with the necessary deterrent to foreign aggression. In addition, Putin and Medvedev have no interest in an arms race with the United States, it is too costly and detracts from their priority, which is economic reform. From Putin's perspective, America is in the process of imposing "absolute security" or as Joint Vision 2020 put it: "full spectrum dominance" over the world. As the sole remaining superpower, the United States enjoys a massive strategic imbalance in its favor, which it has used first to contain, but now with the intent to control the world. How? NATO expansion lays the groundwork for a U.S. global missile defense system to contain perceived adversaries, such as Russia, which in turn secures the dominance of America through its Prompt Global Strike (PGS) capability – the ability to strike anywhere on the planet with impunity within 90 minutes of the order being given by The President. Thus, PGS will be to the 21st Century, what British Gun Boat Diplomacy was to the 19th Century. In such a context, Russia is forced to respond asymmetrically.

An argument that America's addiction to crude oil has driven a foreign policy of intervention and exploitation hidden behind a facade of liberal internationalism. The United States is addicted to crude oil. In this book, Andrew Price-Smith argues that this addiction has distorted the conduct of American foreign policy in profound and malign ways, resulting in interventionism, exploitation, and other illiberal behaviors that hide behind a facade of liberal internationalism. The symbiotic relationship between the state and the oil industry has produced deviations from rational foreign energy policy, including interventions in Iraq and elsewhere that have been (at the very least) counterproductive or (at worst) completely antithetical to national interests. Liberal internationalism casts the United States as a benign hegemon, guaranteeing security to its allies during the Cold War and helping to establish collaborative international institutions. Price-Smith argues for a reformulation of liberal internationalism (which he terms shadow liberalism) that takes into account the dark side of American foreign policy. Price-Smith contends that the “free market” in international oil is largely a myth, rendered problematic by energy statism and the rise of national oil companies. He illustrates the destabilizing effect of oil in the Persian Gulf, and describes the United States' grand energy strategy, particularly in the Persian Gulf, as illiberal at its core, focused on the projection of power and on periodic bouts of violence. Washington's perennial oscillation between liberal phases of institution building and provision of public goods and illiberal bellicosity, Price-Smith argues, represents the shadow liberalism that is at the core of US foreign policy.
