Contemporary trade policy is increasingly framed in geo-strategic terms. But how much of that rhetoric is reflected in actual policy choices by the EU or its trading partners? This book provides a first systematic study of the broader international context in which EU trade agreements are conceived, negotiated, and designed. Building on a refined conceptualisation of geo-economics, the book develops a cogent framework that combines insights from scholarship on the design of free trade agreements with ideas from foreign policy analysis. Empirically, the analysis focuses on the relations between the EU and the Asia-Pacific. Following the United States’ pivot to Asia and the EU’s Global Europe strategy, China’s backyard has become the main arena in which global powers’ geo-economic strategies overlap. The face of international trade is continuing to change rapidly. But while much attention is focused on where, post-Cancun, any new international negotiations under the auspices of the WTO may go, there are other developments of potentially equal importance. The United States, in particular, is prioritizing new regional trade agreements. This book focuses on the most ambitious of these negotiations -- the Free Trade Area of the Americas Agreement, which is due to be completed in 2005. This US initiative aims to replicate the NAFTA Agreement (which has bound the US, Canada and Mexico into a free trade area since 1994) across all 34 countries of South and North America (bar Cuba). This huge continental market is to be built around US-defined notions of free trade and protection of foreign investment, but will exclude the free movement of labour. A trade deal between the two economic powers has become an increasingly popular notion, particularly given increased competition from China. Old arguments against a transatlantic deal have become weaker as the balance of the world's economies has changed. Such an agreement would generate significant gains if designed properly and would encourage global trade liberalisation. It is time for the EU and US to press ahead with a free trade agreement. The EU and US also need to find a way outside of the WTO system to use their economic power as leverage in their dealings with emerging economies. An ambitious free trade agreement can, therefore, achieve more than the benefits of reducing barriers.
