This essay argues that the American trade union movement constitutes a social democratic bloc within the U.S. body politic, episodically successful in broadening the welfare state, expanding citizenship rights, and defending the standard of living of working class Americans, including those unlikely to be found on the union membership roll. But such political influence, which has also helped make organized labour a backbone of Democratic Party electoral mobilization, has rarely been of usefulness when the unions sought to enhance their own institutional vibrancy, their own capacity to organize new members. When demands of this sort are put forward, Republican presidents and politicians denounce them outright, while most Democrats, including virtually every postwar president from that party, see such legislation as but the product of an unpopular interest group and thus safely devalued and ignored. American unions have almost always failed to win legislation advancing their institutional strength and political legitimacy. To understand why, this essay explores the three distinct regimes which have governed trade union “bargaining,” with employers, with the Democrats, and with the state, during the era since the New Deal. They are the era of the New Deal itself (1933-1947) during which a corporatist politicialization of all wage, price and production issues achieved some purchase; the years of classic industrial pluralism and collective bargaining (1947-1980), in which industrial relations was reprivatized to a large extent; and finally, our current moment (1980s forward) in which the labour movement exists and holds the possibility of growth largely in government and the service sector. A highly politicized form of tripartite bargaining, between companies, unions, and government (mainly state and local), has provided the chief avenue for raising the social wage and building nodes of trade union influence in key government-dependent sectors of the economy. With the arrival of the Obama era, this third system is becoming the only game in town, although this appears to be falling far short of labourite expectations.

Social change advocates won a remarkable series of victories during the 20th century. This study examines both successful and unsuccessful efforts, ranging from the women's suffrage movement of the 1910s to the divisive debate between Gore and Nader supporters during the 2000 election. Halpern details the ingredients essential to shaping progressive campaigns. While left-wing activists sustained grass roots movements and worked with allies in left-center coalitions, trade unions energized by progressive activists gave the efforts institutional weight with crucial assistance from Democratic presidents committed to liberalism. Frequently facing repression, left-wingers nevertheless managed to pass their values on to their children, who in turn sustained new sets of social movements. Leftists worked alongside other progressives to form left-center coalitions on issues such as Civil Rights and labor law reform. Influenced by liberalism, Roosevelt, Johnson, and Kennedy gave crucial assistance to the social change process. Shying away from liberalism, Carter and Clinton and Vice President Gore failed to provide comparable assistance, disappointing progressive activists and unions and leading to important setbacks. Whether the Democratic Party will once again seek to elect a president with a liberal vision to assist a revitalized labor movement, a newly energized left, and left-center coalitions in the social change process remains to be seen.

Trade Unions and Democracy explores the role of trade unions as products of, and agents for, democracy. As civil society agents, unions may promote democracy within the wider society, especially in the case of authoritarian regimes or other rigid political systems, by acting as watchdogs and protecting hard-won democratic gains. Established democratic institutions in many advanced societies are facing new challenges. The problem with using trade unions for this purpose is that they remain locked in a cycle of political marginalization and decline. Beyond this, there are, ironically, serious questions about whether unions themselves internally function as democracies. Certainly there are tensions between rank and file membership and an authoritarian leadership, with this infighting having possible effects on strategic deals or alliances and member accountability and actions. On the other hand, trade unions continue to represent a significant component of society within most industrialized countries, and in many case, they have a demonstrated capacity for working with other elements of civil society. Looking forward, trade unions may be able to play a vital role in channeling and focusing spontaneous popular upsurges. In the process, they may revitalize themselves through use of greater internal democracy and become geared toward more diverse constituencies. The question is, will they fulfill this promise or continue to suffer from internal breakups and external breakdowns? Can trade unions save themselves and democracy, or will both deteriorate in time? Trade Unions and Democracy brings together a distinguished panel of leading and emerging scholars in the field and provides a critical assessment of the current role of trade unions in society. It explores their capacity to affect political policies to ensure greater accountability and fairness. It also explores the nature of and extent to which internal representative democracy actually operates within trade unions themselves.
