It tries to identify the interests and normative preferences of relevant actors that have constituted complex, hardly separable, wholes in the periods in question. Particular attention is devoted to the way such interest-norm complexes have impacted specifically on the UN's normative approach to intra-state conflicts and, by implication, more generally, on the organisation's evolving role in global governance. The findings of the study support the view that international actors are gradually redefining the UN's normative basis, that is, its objectives and authority. The impact of a number of crucial Charter principles, among them state sovereignty, human rights and socio-economic development, on the UN's job definition is undergoing change. Perhaps more significant are the wider implications of such change. The contemporary world may be in the process of creating new forms of governance, in which the UN is only one, though uniquely placed, actor.

In recent decades there have been several constructivist scholars who have looked at how norms change in international relations. However few have taken a closer look at the particular strategies that are employed to further change, or looked at the common factors that have been in play in these processes. This book seeks to further the debates by looking at both agency and structure in tandem. It focuses on the practices of linked ecologies (formal or informal alliances), undertaken by individuals who are the constitutive parts of norm change processes and who have moved between international organizations, academic institutions, think tanks, NGOs and member states. The book sheds new light on how norm change comes about, focusing on the practices of individual actors as well as collective ones. The book draws attention to the role of practices in UN peacekeeping missions and how these may create a bottom-up influence on norm change in UN peacekeeping, and the complex interplay between government and UN officials, applied and academic researchers, and civil society activists forming linked ecologies in processes of norm change. With this contribution, the study further expands the understanding of which actors have agency and what sources of authority they draw on in norm change processes in international organizations. A significant contribution to the study of international organizations and UN peacekeeping, as well as to the broader questions of global norms in IR, this work will be of interest to students and scholars of international relations alike.

One of the most vexing issues that has faced the international community since the end of the Cold War has been the use of force by the United Nations peacekeeping forces. UN intervention in civil wars, as in Somalia, Bosnia and Herzegovina, and Rwanda, has thrown into stark relief the difficulty of peacekeepers operating in situations where consent to their presence and activities is fragile or incomplete and where there is little peace to keep. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Is China challenging liberal norms or being socialised to them? This book argues that China is incrementally pushing for re-interpretation of liberal norms, but, the result is that rather than being illiberal, this reinterpretation produces norms that are differently liberal and more akin to the liberal pluralism of the 1990s. In developing this argument, the author presents a novel way to understand and assess these incremental changes, and the causes of them. The book’s empirical chapters explore China’s views on norms of sovereignty and intervention, and aid and development, contrasting them against the current western liberal practices, but making the case that they are congruent with the attitudes understood as being broadly liberal-pluralist. This book will appeal to students seeking to understand how rising states may affect the current institutions of international order, and make assessments of how fast that order may change. It will also appeal to scholars working on China and institutions by aiding the development of new lines of enquiry.
