Drawing on the most up-to-date sources, this book provides an in-depth examination of Russia’s relations with China and Japan, the two Asia-Pacific superpowers-in-waiting. For Russia there has always been more than one ‘Asia’: after the collapse of the Soviet Union, there were those in the Russian elite who saw Asia as implying the economic dynamism of the Asia-Pacific, with Japan as the main player. However there were others who saw the chance for Russia to reassert its claim to be a great power, based on Russia’s geopolitical and geoeconomic position as a Eurasian power. For these, China was the power to engage with: together China and Russia could control both Heartland and Rim, both Eurasia and Asia-Pacific, whereas accepting Japan’s conception of Asia implied regional fragmentation and shared sovereignty. This book argues that this strand of thinking, mainly confined to nationalists in the El’tsin years, has now, under Putin, become the dominant discourse among Russian policymakers. Despite opportunities for convergence presented by energy resources, even for trilateral cooperation, traditional anxiety regarding loss of control over key resource areas in the Russian Far East is now used to inform regional policy, leading to a new resource nationalism. In light of Russia’s new assertiveness in global affairs and its increasing use of the so-called ‘energy weapon’ in foreign policy, this book will appeal not only to specialists on Russian politics and foreign policy, but also to international relations scholars.

The Russo-Japanese War was in essence a colonial conflict between the expanding interests of Russia and Japan in East Asia. However, while appearing regional, the war itself in fact had a major global impact. The conflict and Japanese victory stimulated the Russian revolutionary movement in 1905 and hence the Russian Revolution of 1917. In addition, the Peace Treaty of Portsmouth created a tension between the United States and Japan that would establish the starting point for the road directly leading to Pearl Harbor in 1941. Eventually the war had a major impact on Germany, whose diplomats wanted to use the war to bind St Petersburg to Berlin, and whose military planners closely observed the events to prepare themselves for the next possible conflict. This book makes a strong argument for the consideration of initially minor events in the analysis of global history. By describing and analyzing the interrelationship between the events in East Asia and the major developments in Europe and the United States, it shows the significance of the Russo-Japanese War as a key factor in determining the most momentous historical events of the twentieth century: The First World War, the Second World War, and the Cold War.

The Russo-Japanese conflict was recognized, in its time, as introducing a new era of warfare, involving millions of men and weapons of mass destruction. In the decade which elapsed after its end much was written about it. The First World War marked a second stage in the development of twentieth-century-style total war, and so overshadowed the Russo-Japanese War that little further study was made of the latter. Subsequent books on this subject were for popular readerships, and mainly recycled the knowledge and beliefs of the pre-1914 years. This book aims to present a short account of the war, stripped of the legends that successive journalists and authors have attached to it, and at the same time present new angles and interpretations based on hitherto unused Russian-language sources and on the specialized monographs of the few scholars working in this and related fields. While not claiming to be definitive, it does provide a fresh start for the study of this war, whose importance justifies a clear-headed examination, casting light on Russian military and naval tradition. The distinctive psychology of Russian generals and admirals is well illustrated in this book, and the conclusion that the former were for bureaucratic reasons happier in defense than offense, and that the latter thought in military rather than naval terms (regarding battleships as fortresses that, under pressure, they could surrender of demolish), has implications for the understanding of subsequent Russian and Soviet history. Among the incidental implications is that during this war the British and American press sank to such a voluntary and involuntary level of distortion that its performance in subsequent wars can only be regarded as an improvement. Here and there in the book explanations for subsequent Russian and Japanese behavior can be glimpsed; not the least of these is the circumstance that at the end of the war Russian generals and officials felt cheated of certain victory while exactly the same intense and long-term frustration gnawed at Japanese public opinion. It was really an unsatisfactory war for both sides, the innumerable dead winning nothing worth while; in this and many other ways the Russo-Japanese War was a dress rehearsal for the First World War.
