Although NATO forces were able to end these conflicts and bring stability to most of the region, a brief flare-up occurred in 1998-99 in the autonomous province of Kosovo, which was part of Serbia. After a sustained bombing campaign against the Serbian aggressors, the United States Army entered the troubled province and eventually enforced a tenuous peace between the Kosovars and Serbs. Following the conflicts in the late 1990s in the countries of the former Yugoslavia (Serbia, Kosovo, Bosnia-Herzegovina, Macedonia, Montenegro, Croatia, and Slovenia), the prospect of membership in the Euro-Atlantic community, and the active presence of the United States in the region referred to as the Western Balkans, provided a level of stability that allowed most of the countries of the region to pursue reform and adopt Western values. During this time, Slovenia (2004) and Croatia (2013) joined the European Union (EU). These countries, along with Albania (2009), also joined the North Atlantic Treaty Organization (NATO). Montenegro became NATO's 29th member on June 3, 2017. Other nations of the Western Balkans are at various stages on the path toward EU or NATO membership. Along with Serbia, Kosovo stands at the center of the Western Balkans and occupies a key strategic juncture at the social, political, and geographic crossroads between Eastern and Western Europe. On February 17, 2018, Kosovo marked its 10th anniversary of independence. With the assistance of a number of international organizations, and despite its tense relationship with neighboring Serbia, which does not recognize Kosovo's independence, Kosovo has become a viable, democratic, and stable state. Although Kosovo faces major economic, rule-of-law, and corruption challenges, many observers believe Kosovo has made significant progress in strengthening its democratic institutions, its free-market economy and its Euro-Atlantic aspirations. The United States has had a long history of involvement in Kosovo, dating to the conflicts in the Balkans during the 1990s and since Kosovo declared its independence, which the United States has recognized. The United States has consistently provided support for the people of Kosovo and its commitment to democratic principles. Kosovo has over the years been one of the largest recipients of U.S. foreign assistance designed to strengthen institutions, human rights, rule of law, and more recently, reconciliation with Serbia and potential integration into the EU. A new "threshold agreement" reached in September 2017 between Kosovo and the U.S. Millennium Challenge Corporation (MCC) has become another element in the U.S. commitment to Kosovo. In March 2018, in one of his first trips to Europe, U.S. Assistant Secretary of State for Europe Wess Mitchell visited Pristina as a further indication of U.S. interest in the region. Nevertheless, some Balkan watchers caution that the United States needs to remain actively engaged in Kosovo even as it supports the EU's efforts to bring Kosovo closer to the EU. Many in the U.S. Congress have long been interested in the Balkans, and in particular, in Kosovo. In addition to a history of hearings on the Balkans, and an active Albania Caucus, established and led by the current ranking minority member on the House Committee on Foreign Affairs, many Members of Congress have been active supporters of U.S. involvement in and commitment to Kosovo's independence and development. During 2017, the U.S. House Democracy Partnership (HDP), as well as several other congressional delegations, visited Pristina to further congressional contacts and reaffirm U.S. commitments. The signing ceremony of the MCC agreement mentioned above was held in the U.S. House of Representatives and witnessed by several Members of Congress, including the cochair of the HDP. The MCC received comments of support from the chairman and ranking Democrat of the House Committee on Foreign Affairs. It is likely that Congress will continue its support for Kosovo and the evolution of Kosovo-Serb relations through its oversight of the Balkans. This report provides a brief overview of Kosovo and U.S. relations with Kosovo.

This edited book analyzes Kosovo’s foreign policy and bilateral relations with the United States and several European countries. After the 1999 liberation from Serbia, Kosovo built close relations with various countries that supported it in the process of reconstruction, economic stabilization, institution-building, and state-building. From 1999 to 2008, many of these states were politically and operationally engaged in Kosovo under the leadership of the North Atlantic Treaty Organization (NATO) and of the United Nations Interim Administration Mission in Kosovo (UNMIK). Since its independence in 2008, the Republic of Kosovo has adopted a foreign policy in accordance with its values and strategic interests, a foreign policy that aims to strengthen Kosovo’s security and foster its socio-economic prosperity in collaboration with primarily Western countries. In this volume, each chapter is dedicated to Kosovo’s bilateral relations with a selected state with which it has established diplomatic relations. The book shows that Kosovo has been able to develop and achieve strong bilateral relations with major allies and partners. The NATO deployment in Kosovo provides a unique opportunity to study the effectiveness of civil-military cooperation in humanitarian interventions and other stability and support operations. Such a study can provide valuable insights into how better to conduct a wide range of future missions. The importance of this cooperation has already been demonstrated in Somalia and Bosnia. The occupation of Afghanistan and Iraq suggests that it also has an important role to play in the war on terrorism. Winning hearts and minds through humanitarian assistance and development often produces the intelligence necessary to find terrorists. A clear distinction must be made at the outset between the NATO concept of "Civil-Military Cooperation" (CIMIC) and the American term "Civil Affairs" (CA). While CIMIC refers specifically to cooperation between NATO units on the one hand and civilian institutions (including humanitarian organizations, the United Nations, etc.) on the other, CA includes a broad range of activities, of which civil-military cooperation is but one. The distinction between the two concepts has more than academic significance and helps explain some of the difficulty the U.S. military has with humanitarian interventions. CIMIC now figures so prominently in NATO planning that all Partnership for Peace (PfP) nations and prospective members are scrambling to develop their own CIMIC doctrine. Given the lead role the United States often plays in NATO missions, the U.S. military must make sure that its own approach to CIMIC is as consistent as possible with that of its allies. The best way to assure this consistency is to compile a list of best practices and common mistakes discovered by different national contingents in an actual mission and to then work these lessons into CIMIC doctrine. The current disinclination to assume the long-term task of nation-building makes CIMIC even more important. The best way to assure that humanitarian interventions remain of limited and reasonable duration is to hand over control as soon as possible to civil authorities and international, nongovernmental, and private volunteer organizations (IO, NGO, and PVO). CIMIC is the tool for this transition. CIMIC also operates as a force multiplier, making it possible for a significantly smaller force to have the same or greater effect than a larger one. The ability of CIMIC to make possible shorter, smaller deployments should have great appeal to militaries concerned about over-extension of their limited resources. Making CIMIC more effective requires garnering lessons from past and current missions. Many characteristics of Kosovo and the international mission there commend it as a case study. To begin with, the province is both small and compact with a manageable population. This compactness has meant that, despite widespread destruction of infrastructure and homes, rebuilding has occurred rapidly. Unlike Bosnia, where a brutal war lasted for 3 years, conflict in Kosovo remained brief and the loss of life, though considerable, was not appalling. Such conditions make the possibility of return of the minority Serbian community possible. The Kosovo Force (KFOR) faced the possibility of armed confrontation with the Yugoslav Army and the reality of guerrilla action by the Kosovo Liberation Army. The first possibility quickly disappeared, and the second proved easily handled.

After eleven weeks of bombing in the spring of 1999, the United States and NATO ultimately won the war in Kosovo. Serbian troops were forced to withdraw, enabling an international military and political presence to take charge in the region. But was this war inevitable or was it the product of failed western diplomacy prior to the conflict? And once it became necessary to use force, did NATO adopt a sound strategy to achieve its aims of stabilizing Kosovo? In this first in-depth study of the Kosovo crisis, Ivo Daalder and Michael O'Hanlon answer these and other questions about the causes, conduct, and consequences of the war. Based on interviews with many of the key participants, they conclude that notwithstanding important diplomatic mistakes before the conflict, it would have been difficult to avoid the Kosovo war. That being the case, U.S. and NATO conduct of the war left much to be desired. For more than four weeks, the Serbs succeeded where NATO failed, forcefully changing Kosovo's ethnic balance by forcing 1.5 million Albanians from their home and more than 800,000 from the country. Had they chosen to massacre more of their victims, NATO would have been powerless to stop them. In the end, NATO won the war by increasing the scope and intensity of bombing, making serious plans for a ground invasion, and moving diplomacy into full gear in order to convince Belgrade that this was a war Serbia would never win. The Kosovo crisis is a cautionary tale for those who believe force can be used easily and in limited increments to stop genocide, mass killing, and the forceful expulsion of entire populations. Daalder and O'Hanlon conclude that the crisis holds important diplomatic and military lessons that must be learned so that others in the future might avoid the mistakes that were made in this case.
