The University of Notre Dame Press is pleased to bring Ernst Haas's classic work on European integration, The Uniting of Europe, back into print. First published in 1958 and last printed in 1968, this seminal volume is the starting point for anyone interested in the pre-history of the European Union. Haas uses the European Coal and Steel Community (ECSC) as a case study of the community formation processes that occur across traditional national and state boundaries. Haas points to the ECSC as an example of an organization with the "power to redirect the loyalties and expectations of political actors." In this pathbreaking book Haas contends that, based on his observations of the actual integration process, the idea of a "united Europe" took root in the years immediately following World War II. His careful and rigorous analysis tracks the development of the ECSC, including, in his 1968 preface, a discussion of the eventual loss of the individual identity of the ECSC through its absorption into the new European Community. Featuring a new introduction by Haas analyzing the impact of his book over time, as well as an updated bibliography, The Uniting of Europe is a must-have for political scientists and historians of modern and contemporary Europe. This book is the inaugural volume of Notre Dame's new Contemporary European Politics and Society Series.

The Uniting of Europe: From Discord to Concord by Stanley Henig provides an introduction to the history of European integration. The author places European unification within a wider political and economic context. He shows how institutional developments have been conditioned by wider international considerations. Including a succinct but comprehensive account of the structure, functions and working of the major European institutions, this book considers: * the impact of the Cold War and the superpowers on Europe * Britain's decision to join the Community * the consequences of German reunification * the problem of nationalism in Eastern Europe * key personalities, parties, regimes and political systems * the challenges of the future for the European Union. Stanley Henig argues that integration and unification cannot be understood without reference to wider factors. The Uniting of Europe provides a comprehensive background to current and future issues confronting Europe in a global context.

This new study revisits the work of the late Ernst Haas, assessing his relevance for contemporary European integration and its disparities. With his seminal book, The Uniting of Europe Haas laid the foundations for one of the most prominent paradigms of European integration – neofunctionalism. He engaged in inductive reasoning to theorize the dynamics of the European integration process that led from the Treaty of Paris in 1951 to the Treaty of Rome in 1957. The Treaty of Rome set the constitutional framework for a Common Market. Today, a second Treaty of Rome may lay the foundation for a European Constitution that embeds the Common Market in a European polity. Unfortunately, Haas will not be able to witness this path-breaking step in the development of a European political community, which he so aptly theorized almost five decades ago. This is all the more regrettable since students of European integration are more than ever challenged to tackle a major empirical puzzle: After 50 years of European integration, the member states managed to adopt a single currency and to develop common policies and institutions on justice and home affairs. The integration of foreign policy and defence, by contrast, is still lagging behind. This text delivers sharp insights into these issues. This book, previously published as a special issue of the Journal of European Public Policy, will be of great interest to all students and scholars of international relations, the European Union, European politics and Public Policy.

Uniting Europe written by Albrecht Rothacher and has been published by World Scientific this book supported file pdf, txt, epub, kindle and other format this book has been release on 2005-05-13 with Political Science categories.

This book sets out to give a straightforward insider's account of the current realities of European integration. It succinctly reviews the reasons and methods of European integration, analyses what the European Union (EU) really does, and examines how funds are spent. The whole range of current EU policies is critically reviewed: the Single market; the Euro; and the common policies on agriculture, fisheries, the regions, industry, competition, transport, the environment, social affairs, consumer protection, research, taxation, justice, trade, development, foreign affairs and defence. This book argues for a much slimmed-down European executive. It needs to become fully accountable in a democratically legitimised bicameral federal system, and take charge only of policies essential for effective internal and external security and for a working economic and monetary union. To avoid policy paralysis and continued mismanagement by a redistributive and over-regulatory bureaucracy, most of the current “low politics” and EU funds should be returned to the member states and their regions. This book thus makes a long overdue informed contribution to the debate on Europe's future constitution. Contents: Is there a European Identity?Four Freedoms in a Single MarketThe Beauty of Sustainable Poverty: Europe's Regions and Regional FundingThe Rise and Fall of the Commission's Competition AyatollahsBlue Skies and Yellow Rivers: The Environmental PoliciesNo Free Lunches: The Budget, Fraud and TaxationThe EU and the Rest of the World: Trade FirstOut of Africa: EU AidA Paper Tiger with Teething Problem: The CSFPThe Pursuit of Happiness and Frustrations: Careers in EuropeBrussels, Europe's Unfinished Capitaland other papers Readership: Researchers, instructors, post-graduates, under-graduates and general public interested in the topic of European integration. Key Features:Author has 20 years of practical European Commission experience built into the bookThis book stands out from the usual EU books with its policy reform orientationKeywords:European Integration;History;Institutional Set-Up;Policy Areas;External Relations;Policy ReformReviews:“A refreshing analysis … it is still rare for a writer to consider Europe as a whole, in its many political contexts. Nor does Rothacher confine himself to description, and his prescriptions for the European Union are lucid. Whether you agree or disagree, whether you think Europe's journey tends to gloom or glory, the arguments in this book will make a good companion at the European crossroads.”Graham Watson Member of the European Parliament and Leader of the Alliance of Liberals and Democrats in the EP “With historical flashbacks and a lot of expertise the book offers profound insights into less than perfect European policies. But there is also always understanding and a sense of realism … a critical synopsis is offered across all major tasks of the Union. A profound analysis.”Wolfgang Böhm Die Presse

Uniting Europe written by John Van Oudenaren and has been published by Rowman & Littlefield this book supported file pdf, txt, epub, kindle and other format this book has been release on 2005 with Law categories.

In this timely and clearly written text, John Van Oudenaren traces how the original six-member common market evolved into the twenty-five-member European Union (EU) with its growing array of policy responsibilities. Providing an accessible overview of the institutions, laws, and policies of the Union, he chronicles the EU's emergence as a global economic power and its efforts to assert its political presence on the world stage. The author argues that the federalist aspiration to create a 'United States of Europe' has died but that the drive to union persists in other forms. In the coming years, the EU will be challenged by a daunting agenda that includes making a success of the 2004 enlargement, improving the lagging performance of the EU economy, ensuring the continued success of the euro, finalizing a European constitution, and reconciling the desires of the member states to protect elements of their sovereignty with the widespread goal of achieving a more cohesive and effective foreign and security policy. A new chapter deals specifically with the contentious EU-U.S. relationship and the efforts of policymakers on both sides of the Atlantic to build an effective partnership, notwithstanding strains over trade, the Kyoto Protocol, the war in Iraq, and other divisive issues.
