There is an increasing demand, not only within the European Community, for meaningful and accurate information on the consumption and use patterns of plant protection products. This publication presents the second update of the report from Eurostat on 'The use of plant protection products in the European Union', including for the first time figures for the ten new Member States for the four years preceding their accession to the EU in 2004. It provides statistical information on the estimated consumption of plant protection products, broken down by Member States, treated crops, chemical classes and active substances. Meaningful and reliable data on the use of plant protection products are necessary to monitor the risks related to their use, in particular the risks for the environment. Such data will become an essential tool to measure the progress of the Thematic Strategy on the Sustainable Use of Pesticides recently proposed by the Commission for adoption by the Council and the Parliament. Before official statistics on the use of plant protection products are delivered by the Member States on a mandatory basis, the estimations of use provided by the European Crop Protection Association (ECPA) are very useful since they are the only detailed data available at crop and active substance level; with the exception of the very few official surveys carried out in some Member States.

Substances used to suppress, eradicate and prevent organisms that are considered harmful are grouped under the term ‘pesticide’. The term includes both plant protection products (used on plants in agriculture, horticulture, parks and gardens) and biocidal products (used in other applications, for example, as a disinfectant or to protect materials). Pesticides can be useful in a number of circumstances, for example, in overcoming diseases and increasing agricultural yields. However, they are not without their disadvantages - above all, their environmental impact, the risks that they pose to human health and their effects on crop protection. European Union pesticide legislation is designed to ensure a high level of protection for human health and the environment and to improve the functioning of the internal market. Plant production products and biocides are subject to a dual approval process: active substances are approved at EU level and products are subsequently authorised predominantly at Member State level. Furthermore, standardised maximum levels are set for the residues of plant protection products in food, and a framework for action is focused on sustainable pesticide use. A number of aspects of European Union policy on pesticides can be considered as either opportunities or challenges, in particular, issues surrounding costs for the industry, the approval process, and sustainability. The Commission is currently assessing the legislation on plant protection products and their residues. The conclusions of that study are expected by the end of 2018.

Plant protection products (PPPs) are pesticides used to protect crops. The EU framework aims to achieve sustainable use of PPPs by reducing risks and impacts on human health and environment and promoting integrated pest management. We found that the Commission and Member States have taken action to promote the sustainable use of PPPs but there has been limited progress in measuring and reducing the associated risks. Applying integrated pest management is compulsory for farmers, but not a requirement for receiving payments under the common agricultural policy and enforcement is weak. Available EU statistics and new risk indicators do not show how successful the policy has been in achieving a sustainable use of PPPs. We make recommendations related to verifying integrated pest management at farm level, improving PPP statistics and developing better risk indicators.
