Who are the vulnerable, and what makes them so? Through an innovative application of English School theory, this book suggests that people are vulnerable not only to natural risks, but also to the workings of international society. This replicates the approach of those studies of natural disasters that now commonly present a social vulnerability analysis, showing how people are differentially exposed by their social location. Could international society have similar effects? This question is explored through the cases of political violence, climate change, human movement, and global health. These cases provide rich detail on how, through its social practices of the vulnerable, international society constructs the vulnerable in its own terms, and sets up regimes of protection that prioritize some forms at the expense of others. What this demonstrates above all is that, even if only a 'practical' association, international society inevitably has moral consequences in the way it influences the relative distribution of harm. As a result, these four pressing policy issues now present themselves as fundamentally moral problems. Revising the arguments of E. H. Carr, the author points out the essentially contested normative nature of international order. However, instead of as a moral clash between revisionist and status quo powers, as Carr had suggested, the problem is instead one about the contested nature of vulnerability, insofar as vulnerability is an expression of power relations, but also gives rise to a moral claim. By providing a holistic treatment in this way, the book makes practical sense of the vulnerable, while also seeking to make moral sense of international society.

The protection of vulnerable groups varies under international human rights law. Depending on the group at stake, protection may be more or less advanced. In some cases, the international community has deemed it necessary to adopt conventions providing for the rights of certain vulnerable groups and establishing mechanisms to verify State compliance. Other groups have not been the focus of States’ standard-setting endeavours, but their protection still falls within the scope of human rights treaties of general application and the mandate of their respective monitoring bodies. This book takes an innovative approach to the investigation of the international legal protection of vulnerable groups. Rather than examining the situation of a number of vulnerable groups and applicable international or regional conventions, this book reviews the overall scope of the protection of vulnerable groups under International Human Rights Law. This book conceptualizes the protection of vulnerable groups as an underlying and essential component of International Human Rights Law through a systematic and comprehensive analysis of international human rights law instruments and relevant practice of international and regional human rights monitoring bodies. The book illuminates how human rights monitoring bodies foster protection of vulnerable groups and their members at the domestic level, and underscores and assesses vulnerability paradigms these bodies have elaborated. Neuroscience research has raised a troubling possibility: Could the tendency to stigmatize others be innate? Some evidence suggests that the brain is prone to in-group and out-group classifications, with consequences from ordinary blind spots to full-scale dehumanization. Many are inclined to reject the argument that racism and discrimination could have a cognitive basis. Yet if we are all vulnerable to thinking in exclusionary ways—if everyone, from the most ardent social-justice advocates to bigots and xenophobes, has mental patterns and structures in common—could this shared flaw open new prospects for political rapprochement? Liya Yu develops a novel political framework that builds on neuroscientific discoveries to rethink the social contract. She argues that our political selves should be understood in terms of our shared social capacities, especially our everyday exclusionary tendencies. Yu contends that cognitive dehumanization is the most crucial disruptor of cooperation and solidarity, and liberal values-based discourse is inadequate against it. According to Martinican theorist Édouard Glissant, the twentieth century has been dominated in the Caribbean by a passion for the remembrance of colonial history. But while Glissant identifies this passion for memory in the thematizing of nature in Caribbean modernist life, scholar Guillermina De Ferrari claims it is the vulnerability of the human body that has become the trope to which Caribbean postmodernist authors largely appeal in their efforts to revise the discourse that has shaped postcolonial societies. In Vulnerable States: Bodies of Memory in Contemporary Caribbean Fiction, De Ferrari offers a comparative study of novels from across the Caribbean, arguing that vulnerability (symbolic and therefore political) should be seen as the true foundation of Caribbeanness. While most theories of the region have traditionally emphasized corporeality as a constitutive aspect of Caribbean societies, they assume its uniqueness is founded on race, itself understood either as a "fact" of the body or as the "ethnic" fusion of distinctive cultures of origin. In reconceptualizing corporeality as vulnerability, De Ferrari proposes an alternative view of Caribbeanness based on affect—that is, on an emotional disposition that results from the alienating role historical, medical, and anthropological notions of the body have traditionally played in determining how the region understands itself. While vulnerability thus addresses the role historically played by race in determining systems of social and political powerlessness, it also prefigures other ways in which Caribbeanness is currently negotiated at local and international levels, ranging from the stigmatization of the ill to the global fetishization of the region’s physical beauty, material degradation, and political stagnation.Positioned at the intersection of literary and anthropological study, Vulnerable States will appeal to Caribbeanists of the three major language areas of the region as well as to postcolonial scholars interested in issues of race, gender, and nation formation
