Corruption is endemic in Cameroon. Twice, Transparency International have accorded the country the infamous first place in corruption. As one of many concerned Cameroonians, Sammy Oke Akombi was moved and they realized that something was in fact wrong somewhere and something had to be done somehow. This collection of short stories is his contribution to the collective resolve by concerned Cameroonians to wage a war against this most unusual friend of fairness. The stories seek to elicit awareness about a social ill that is ironically championed by the very politicians, functionaries, educator, leaders and power elite whose duty it is to keep society healthy and on the rails. The stories are on corruption in different segments of society and about the people who perpetrate it. Almost everyone is immersed in it and so must make every effort to resurface from it. It takes only the will to stay alive because the wages of corruption like any other sin can only be death.

Under shirking models, the level of wages is of secondary importance, as potential bribes dwarf wage income. The paper uses a new country-level, panel data set to study the effect of public sector wages on corruption. The results show that wage inequality in the public sector is an important determinant of the effectiveness of anti-corruption policies. Increasing the wages of public officials could help reduce corruption in countries with low public sector wage inequality. In countries where public sector wages are highly unequal, however, raising the wages of government employees could increase corruption. These results are robust to a wide range of empirical model specifications, estimation methods, and distributional assumptions. The relation persists when controlling for latent omitted variables, using the share of contracts in the private sector as an instrument for the public-private wage differential. Combining increases in public sector wages with policies affecting the wage distribution could help policy makers design cost-effective programs to reduce corruption in their countries.

In doing so, Occam’s Razor will be applied by only analysing the effects of wages on corruption, ignoring all historic and institutional aspects of a particular country. The results do not prove the fair wage hypothesis beyond doubt, although some evidence point that satisfactory wages will reduce corruption.

Raising wages has commonly been viewed as an anticorruption policy by policymakers from both governments and multilateral development organizations. Conventional wisdom and recent theoretical work suggest that low wages encourage corruption. Nevertheless, the empirical studies done on the wage-corruption tradeoff are econometric estimates that find no conclusive support for the effectiveness of increasing wages as an anticorruption measure. The unique contributions of this paper are the application of an expected utility model to explain the emergence of corruption, and the use of comparative static results that are consistent with the empirical evidence and useful for the design of anticorruption policies. The most important result from the expected utility model is that anticorruption policies designed to increase the net income of potentially corrupt agents not only may be ineffective but may actually encourage corruption.
