Excerpt from The War on the Pacific Coast of South America Between Chile and the Allied Republics of Peru and Bolivia, 1879-'81 Most of these troops were collected in and about Lima. They were recruited largely from the Cholo or Indian element, but there was also a large number of negroes and mesclados, who were easily incited to revolution, and it was through them that the succeeding aspirants for power accomplished their designs. Until a short time previous to the declaration of war the troops were uniformed in the French style; it was then decided to adopt the German dress, and some corps had already received their new clothing. The regulars were armed with the French Chassepot ri e. Besides the regular army, a very respectable corps of militia was maintained in the larger cities.
