In recognition of the world's growing concern over environmental resource scarcity, this project examines whether water shortages in Yemen exacerbate conflict between the Houthi rebels in Sa'ada and the Yemeni government--and if so, how? Yemen fulfils a significant number of conditions that environmental security analysts claim should make it vulnerable to 'water wars'. Yet it is evident that those engaged in conflict in Sa'ada display an apparent lack of concern over dwindling water supplies. This single case analysis calls into question some key assumptions of the environmental security discourse. Namely, the notion that resource shortages, coupled with several intervening factors, make conflict more likely. While this project cannot disprove the probabilistic theories of environmental security analysts, it does suggest that if water scarcity is not a driver of conflict in water-scarce and conflict-prone Yemen, then the 'water wars' thesis should be viewed with considerable caution.

Sana'a, the ancient capital of Yemen, is on course to become the first major world city to 'fail' through lack of water. The city depends or its supply on groundwater, but this is now so overexploited that the resource may become exhausted by 2019. Past studies, both local and international, have thrown up numerous possible solutions. However, the Government of Yemen (GoY) - under-resourced, ill-advised, and now roiled by revolution - has so far failed to devise an effective remedial strategy, despite a demonstrably close correlation in Yemen between water scarcity and serious political turmoil. This paper considers both the causes and the likely effects of Sana'a's groundwater crisis; the latter include the possible collapse of Yemen as a state, with far-reaching economic and security consequences for the region and the world. The paper goes on to examine possible solutions, with particular emphasis on addressing the nation's addiction to the semi-narcotic chewing leaf, qat, a notoriously thirsty plant to cultivate. A local community initiative, in Haraz in the western highlands. shows that it is possible to break the qat habit in Yemen. As it pushes for "top down" sectoral reform, the International Community should not overlook the importance of such "bottom up" initiatives. The full range of water management policy options available to the GoY are considered, from the construction of check dams and irrigation controls to the compulsory purchase of private wells and urban infrastructure renewal. The paper concludes, alongside a recent study by the World Bank, that the GoY should adopt a combination of strategies, based on the phased importation of water from aquifers around the Sana'a basin. It further argues that the International Community must start to speak with one voice on Yemen's water crisis, and do more to persuade the GoY to make tackling this its priority.

How can we explain the over-exploitation and degradation of natural resources in the countries of the South? Population growth, poverty and problems associated with common property resource management have been common themes in this debate, yet insufficient attention has been paid to how traditional political relations and local perceptions affect natural resource capture and resource allocation. This is especially evident with respect to groups and communities at the political and geographical peripheries of state influence and control for whom self-identity is constructed around notions of autonomy and food self-sufficiency. This informative book addresses this omission by discussing water resource allocation and management. It focuses in particular on the socio-economic and political contexts which influence approaches to and determine practices of water management. Taking the example of the tribal communities of the Sa’dah basin in the northern Yemen, it analyzes the politics of environmental change, with particular reference to groundwater resource degradation, within the conceptual framework of political ecology .

This report is part of a global set of Water, Sanitation, and Hygiene for All (WASH) diagnostics carried out in countries where WASH services for the poor are deficient and where their might be institutional constraints to improving coverage and services. The Republic of Yemen is an important case because it has an active armed conflict, a plausible increase in poverty over the last decade, and the weakest performance on WASH-related indicators in the region. Analyzing the situation in the Republic of Yemen is significant yet difficult due to the country's political turmoil since 2011, and, since 2014, the violent and destructive armed conflict. Advances in WASH provision made over the last decade been halted, and the wholesale physical destruction, institutional degradation, and movement of internally displaced people (IDPs) have contributed to an alarming deterioration in WASH services (DAS 2016). The goal of this report is to develop a better understanding of: (a) poverty in the Republic of Yemen; (b) the levels of WASH access and service delivery; and (c) the institutional (and to some extent political and economic) constraints to WASH delivery in the Republic of Yemen, recognizing that this is mostly a pre-conflict analysis. The report also provides pointers for how WASH strategies and investments may be recalibrated in the post-conflict period to assist both short-term recovery and medium-term structured development, and how short- and medium-term strategies may fit into a long-term vision of universal access to safe water and sanitation. These suggestions are given with priority to the poor, and noting the country's extreme water scarcity. The diagnostic utilizes the Household Budget Survey (HBS) of 2005/06 and 2014, which are nationally representative household surveys (WHO/UNICEF 2014). The HBS data contain information on the household roster, activities, dwelling conditions, health, education, anthropometrics, income, durable goods, and consumption. In addition, the National Health and Demographic Survey 2013 complements HBS datasets and is also used. With regard to the institutional analyses, the diagnostic relies on a largely desk based analysis to identify core problem areas for further investigation and desk-based mapping of structures and relationships to identify a set of priority problems. It relies onthe availability of relevant data and secondary literature. Therefore, this diagnostic generates hypotheses to be further tested and indicates areas for further analysis. Further, given the conflict in the Republic of Yemen, the diagnostic focuses on short-term sector reconstruction efforts than on longer term institutional reform, although the latter is important given the extreme water security situation in the Republic of Yemen, and therefore remains within the report's line of sight.

The need for an integrated management of water resources has derived from the emerging understanding that the water crisis cannot solely be regarded as a hydrological crisis. Instead, it is frequently defined as a crisis of governance, as institutional and management scarcity are hindering a sustainable, equitable and efficient use of water resources. Integrated Water Resources Management (IWRM) is internationally accepted as a toolbox to achieve these objectives. However, implementation of the IWRM-approach is still lacking, especially in developing countries and transitional economies. This study poses the central question of what kind of governance is necessary to achieve an integrated management of water resources. Evaluating the concept from a regional perspective, three case studies have been conducted in Yemen, Jordan and Syria to identify the main governance challenges during the IWRM-process and develop strategies on how to meet them, aiming to improve the practical applicability of the theoretical framework of IWRM in the Middle East.
