This Brief provides a cross-sectional analysis of development-directed investments in the wider Mekong region. The wider Mekong region includes Laos, Cambodia, Thailand, Vietnam, Myanmar, and the Chinese province of Yunnan. Evidence highlights that a few critical dynamics, including human migration, natural resource flows, and financial investments, generate a high level of connectivity between these countries. Such high levels of connectivity increase complexity and the potential for ripple effects of national decisions. The emerging links between countries can unfold in financial investments, migration, or the flow of resources. As these links intensify the regional connectivity increases and over time a highly connected region can emerge, as experienced by the Mekong region. This Brief also contains a chapter at the end of the book featuring numerous charts and diagrams further illustrating the impact of development activities in the area.

The world of development thinkers and practitioners is abuzz with a new lexicon: the idea of "the nexus" between water, food, and energy which is intuitively compelling. It promises better integration of multiple sectoral elements, a better transition to greener economies, and sustainable development. However, there appears to be little agreement on its precise meaning, whether it only complements existing environmental governance approaches or how it can be enhanced in national contexts. One current approach to the nexus treats it as a risk and security matter while another treats it within economic rationality addressing externalities across sector. A third perspective acknowledges it as a fundamentally political process requiring negotiation amongst different actors with distinct perceptions, interests, and practices. This perspective highlights the fact that technical solutions for improving coherence within the nexus may have unintended and negative impacts in other policy areas, such as poverty alleviation and education. The Water–Food–Energy Nexus: Power, Politics and Justice lays out the managerial-technical definitions of the nexus and challenges these conceptions by bringing to the forefront the politics of the nexus, around two key dimensions – a dynamic understanding of water–food–energy systems, and a normative positioning around nexus debates, in particular around social justice. The authors argue that a shift in nexus governance is required towards approaches where limits to control are acknowledged, and more reflexive/plural strategies adopted. This book will be of interest to academic researchers, policy makers, and practitioners in the fields of international development studies, environmental politics, and science and technology studies, as well as international relations.

It is beyond doubt that the interconnectedness between food, energy, water security and environmental sustainability exists and is getting amplified with increased globalization. It has been recognized that efforts to address only one part of a systemic problem by neglecting other inherently interlinked aspects may not lead to desirable and sustainable outcomes. This collection critically engages the resource use nexus. Clearly, a nexus-approach to resource policy, planning and practice is essential if sustainable development goals are to be met. In particular, in an era of climate change, an integrated approach to water, energy and agriculture is imperative. Agriculture accounts for 70% of global water withdrawals, food production accounts for 30% of global energy use and a rising global population requires more of everything. As shown in this collection, scholars of resource development, governance and management are ‘nexus sensitive’, utilizing a sort of ‘nexus sensibility’ in their work as it focuses on the needs of people particularly, but not only, in the global South. Importantly, a nexus-approach presents academics and practitioners with a discursive space in which to shape policy through research, to deepen and improve understandings of the interconnections and impacts of particular types of resource use, and to critically reflect on actions taken in the name of the ‘nexus’.
