Excerpt from The Wisconsin Idea Thanks to the movement for genuinely democratic popular government which Senator La Follette led to overwhelming victory in Wisconsin, that state has become literally a laboratory for wise experimental legislation aiming to secure the social and political betterment of the people as a whole. Nothing is easier than to demand, on the stump, or in essays and editorials, the abolition of injustice and the securing to each man of his rights. But actually to accomplish practical and effective work along the line of such utterances is so hard that the average public man, and average public writer, have not even attempted it; and unfortunately too many of the men in public life who have seemed to attempt it have contented themselves with enacting legislation which, just because it made believe to do so much, in reality accomplished very little. But in Wisconsin there has been a successful effort to redeem the promises by performances, and to reduce theories into practice. In consequence legislative leaders and reformers pushing legislation in other states write by the hundred to the men in power in Wisconsin asking for information on what has been done. Mr. McCarthy, the chief of the Legislative Reference Library of the Free Library Commission, has written this book primarily to answer such inquiries. The work of collecting materials systematically in many lines such as phases of religious history, industrial history, agricultural history, educational history, biography, will involve a thorough study of particular institutions, men, and move ments. The number and variety of the topics to be treated are large and as varied as are the elements entering into the complex of our civilization. Some of the monographic work ought to be done by members of the Society scattered over the state, and they would need the encouragement which always comes to a worker from the expectation that his results will be published. Some of it will naturally be done by University students in history. In their cases, also, a readiness on the part of the Society to publish accepta ble papers will prove a great stimulus. After leaving The Sentinel he became the associate editor of The Chicago Evening Journal, which position he held for nearly four years, when failing health drove him to the New Northwest, where he opened up and improved one of the finest wheat farms in North Dakota. In his retirement his pen was not allowed to rust. And his articles on agriculture, written on his farm, had a wide circu lation. During his residence in North Dakota the Republican papers often used his'name as a candidate for Congress and for other places' of honor and trust. In 1892 he returned to Mil waukee.
