This report assesses progress since the World Bank first issued its comprehensive Forest Strategy in 1991. It finds that the effectiveness of the strategy has been modest, and the sustainability of its impact is uncertain. The Report identifies seven factors that would make the World Bank forest strategy more pertinent to current circumstances as well as strengthening its ability to achieve its strategic objectives in the forest sector. It recommends that the World Bank use its global reach to address mechanisms for mobilisation of concessional international resources outside its normal lending activities. It also advises the World Bank to be proactive in establishing partnerships with all relevant stakeholders, governments, the private sector, and civil society to meet both its country and global roles. The focus on primary tropical moist forests should be broadened to include all types of natural forests of national and global value. The report suggests that illegal logging needs to be reduced through the promotion of improved governance and enforcement. Other recommendations are to give consideration to forest issues in all relevant sector activity and macroeconomic work, address the employment needs of all poor people while continuing to protect the rights of indigenous people, and to realign the World Bank resources with their objectives in the forest sector.

The World Bank's Forests Strategy, adopted in October 2002, charts a path for the Bank's proactive engagement in the sector to help attain the goal of poverty reduction without jeopardizing the environmental values intrinsic to sustainability. This strategy replaces the Bank's 1991 Forestry Strategy, and was developed on the basis of the findings of an independent review of the 1991 strategy and a two-year consultative process with development partners and stakeholders around the world. The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning. The strategy also aims to support ecologically, socially and economically sound management of production forests by ensuring good management practices through application of safeguard procedures and independent monitoring and certification. Implementation of the strategy will center on building and strengthening partnerships with the private sector, non-governmental organizations, and other donor agencies to promote better forest conservation and management at country and global levels.

From 1991 until June 1999, the World Bank took on the implentation of 162 projects with grant funding from the Global Environment Facility (GEF). 44 of these are classified as forest projects. These projects represent a significant proportion of the Bank's forest sector portfolio and play an important role in the Bank's implementation of the 1991 Forest strategy. This GEF portfolio is one component of this review of the 1991 forest strategy and its implementation. The review is based on an examination of a number of reports and studies and on interviews with Bank project task managers and with GEF specialists in the NGO and donor communities. Country officials were also interviewed and the review draws on six case country studies. The report recommends that the Bank's partnership with the GEF for sustainable conservation of the world's forest biodiversity is expanded, with more strategically developed realistic goals and more innovative approaches. Impact needs to be expanded through increased policy and legislative reform, new forms of financing and engagement with the private sector, including the logging industry.The critical role of the NGOs in mobilising public support and developing innovative models should be supported through more appropriate funding mechanisms. The Bank's comparative advantage in analytical work and investment leverage should be captured through expanding the trend towards incorporating GEF projects in larger strategic programs to address the powerful threats and opportunities for biodiversity conservation emerging from other, linked sectors.

This country case study, part of the Operations Evaluation Department (OED) A Review of the 1991 World Bank Forest Strategy and Its Implementation, evaluates World Bank operations in Cameroon for their consistency with the strategy. The strategic aspects of those operations are judged here on their relevance, effectiveness, efficiency, institutional development, and sustainability. The fundamental objective of the forest policy reform in Cameroon was to establish a transparent, equitable, and sustainable management system for forest resources. The outcome of the reform process was limited, for four reasons. First, the government of Cameroon lacked genuine commitment and the capacity to carry out the reform. Second, key actors in the reform process (particularly foreign logging companies and the parliament) chose to oppose it. Third, partners such as the World Bank failed to devise an implementation strategy compatible with the underlying dynamics of political and socioeconomic changes in Cameroon. Finally, while Cameroon's forest policy is well codified in documents, it is poorly implemented. Although the reforms have led to increased tax revenues and increased the share of GDP attributable to the forest sector, the structural underpinnings of the sector have been little affected. Government agencies in the sector continue to be weak. The international logging companies that dominate the sector continue to have a free hand in the development and use of the forest resources of Cameroon. Local communities were left out of the reform process, despite the declared objective to include them in forest resource management. Overall, the interventions of the Bank inside and outside the forest sector in Cameroon were relevant to its strategic objectives, but they were neither efficacious nor efficient. Because of weak institutional development, the achievements are unlikely to be sustained. The Bank should focus its future reform efforts in Cameroon on the collection and dissemination of relevant and reliable information, working with a larger set of stakeholders, and using more Cameroonian expertise to gain local perspective and build capacity. The success of such an approach hinges on government commitment and the cooperation of other donor countries, including those with timber interests in Cameroon.
