This Brief is the first comprehensive coverage of law and policy intended to protect built heritage in Hong Kong. Although characterized as a city of skyscrapers and modernity, Hong Kong has a rich cultural heritage and a surprisingly rich built heritage. The text considers what “built heritage” means in Hong Kong and what built heritage there is in Hong Kong. It introduces general readers, practitioners and students to the issues facing built heritage protection and how such protection usually develops in a modern city. At the center of current debates surrounding the social function of museums, questions concerning museum activities and the participation of both inhabitants and the public arise. In 2019, these questions were the subject of many heated debates at the 34th General Assembly of ICOM in Kyoto, which intended to propose a new definition of the museum. As the representations of the tensions between Universalist and Communitarian approaches are not only largely dependent on the historical and socio-political contexts of the various countries concerned, a generational angle must also be considered. Morgan Richard Tsvangirai is arguably the most polarising figure and advocate of democracy and human rights in the history of opposition politics in Zimbabwe.
